Excerpt from Education in the Netherlands and in Italy The first constitution of the Netherlands after its reconstruction as a kingdom was adopted in 1815 and revised in 1848 and 1887. By Virtue of this charter the Netherlands is a constitutional hereditary monarchy. The executive power of the State belongs exclusively to the Sovereign, while the whole legislative authority rests conjointly in the Sovereign and Parliament, the latter consisting Of two chambers, called the states-general. The Upper or First Chamber is composed of 50 mem bers, elected by the 11 States from the highest assessed inhabitants and from certain high and important officials specified by law. The Second Chamber of the states-general numbers 100 deputies and is elected directly from among all the male citizens who are 30 years of age and are not deprived by judicial sentence Of their eligibility or the administration and the disposal of their property. Excerpt from A History of Classical Scholarship, Vol. 2: From the Revival of Learning to the End of the Eighteenth Century (in Italy, France, England, and the Netherlands) The publication of the second and third volumes of the present History of Classical Scholarship brings to a close a work that was begun on New Year's day in 1900. The first volume, extending from the sixth century B.C. to the end of the Middle Ages, had only recently appeared, in October, 1903, when I had the honour of being invited to deliver the Lane lectures at Harvard in the spring of 1905, and the result was published in the same year under the title of Harvard Lectures on the Revival of Learning. The kindly reception accorded to the first volume of the History in the United States of America, as well as in England and on the continent of Europe, led to the publication of a second edition in October, 1906. The volumes now published begin with the Revival of Learning and end with the present day. They include a survey of the lives and works of the leading scholars from the fourteenth to the nineteenth century. Each of the periods embraced in these volumes opens with a chronological conspectus of the scholars of that period, giving the dates of their births and deaths, and, in the last four centuries, grouping them under the nations to which they belong. In the sixteenth and seventeenth centuries the nations are arranged in the following order, - Italy, France, the Netherlands, England, and Germany. This order has, however, been abandoned in the eighteenth, in which the influence of Bentley on Greek scholarship in Holland makes it historically necessary to place England immediately before the Netherlands. It has also, for still more obvious reasons, been abandoned in the nineteenth century in the case of Germany. Hence, in the first part of the third volume, the history of the eighteenth century in Germany is immediately followed by that of the nineteenth in the same country. Excerpt from The Reformation and Education (1520-1648) Under Nicholas the Renaissance was fully under way, understand ing by the term, of course, not an absolute re-birth of literary and ar tistic sense, for such it was not, butthe creation of a boundless zest and marvelous grace and finish in concept and execution. Taken absolutely, says Guizot, and as implying a Renaissance following upon a decay of science, literature, and art, the ex pression is exaggerated and goes be yond the truth; it is not true that the five centuries which rolled by between the establishment of the Capetians and the accession of Francis I. (987-1515) were a period of intellectual barren ness and decay; the Middle Ages, amidst the anarchy, violence and ca lamities of their social condition, had in philosophy, literature, and art works of their own and a glory of their own which lacked not originality, or brilliancy, or influence over subse quent ages.1 Begun in Italy, the movement was not slow in making it self felt in other countries of Europe. Robert Black's analysis finds that continuity and conservatism, not innovation, characterize medieval and Renaissance teaching. The study of classical texts in medieval Italian schools reached its height in the twelfth century; this was followed by a collapse in the thirteenth century, an effect on school teaching of the growth of university education. This collapse was only gradually reversed in the two centuries that followed: it was not until the later 1400s that humanists began to have a significant impact on education.
