This book is concerned essentially with the compulsory schools and the work of teachers following 'rebirth' or the regaining of independence in Estonia, Latvia and Lithuania. Although often considered 'en bloc' each country has its own history, its own culture and its own literature. There are important linguistic and religious distinctions to be made as well as distinctive trading liaisons, both currently and historically. For the Baltic States the final decade of the twentieth century has been turbulent in the extreme and the 1990' s have posed major challenges to teachers and to school directors. Not the least of these has been the challenge of regaining independence and nationhood, after years of Soviet occupation. There has also been significant privatisation and a slow but purposeful change from a command to a market economy. Changing the curriculum may be easy, 'changing the mind', by comparison, may well be a more lengthy process. For the future the Baltic States seek membership of the European Union within the first decade of the new millennium. There will be opportunities for schools to develop closer links with the West, to promote exchanges of teachers and pupils and to join in networks promoting the 'European dimension' in different ways.

This presentation will be focused on three institutions of the EU: The European Commission, The Council of the European Union and The European Parliament, due to the fact that this "institutional triangle" produces the policies and laws that apply throughout the EU. Any of these institutions will be introduced in an own subchapter by explaining their composition, procedures and functions. ...] Important to mention is that the "Council of the European Union" should not to be confused with the "Council of Europe", an organisation separate from the EU with a wider membership, or with the "European Council", the meeting of the heads of state and government of the EU together with members of the Commission (Archer 2000:44). In the following the terms "Council" and "Council of Ministers" are only used as synonyms for "The Council of the European Union". The presentation of the institutions of the EU will be followed by an overview about the EU accession procedures of the three Baltic States. HauptbeschreibungGo North was the programmatic title of an international conference on Baltic Sea Region Studies that took place at Humboldt University of Berlin from April 4-6, 2005. It was hosted by the BalticStudyNet project, which is part of the European Union's Erasmus Mundus programme for the global promotion of European higher education. In order to discuss the past, present and future of Baltic Sea Region Studies, the Berlin conference brought together about fifty government representatives and scholars from all Baltic Sea Region countries, including Russia, as well as from the United Kingdom, Switzerland, the USA, Canada, Ukraine and Kyrgyzstan. The basic idea of the Go North conference was to encourage a fundamental change of perspective - away from intra-regional and towards extra-regional and truly global approaches to the Baltic Sea Region: How is the Baltic Sea region perceived when viewed, let's say, from Australia? What, if anything, would a Chinese student find typical, extraordinary, or even unique when looking at the region?
