This report highlights trends in disease patterns and technological advances that call for sweeping changes in the education of oral health personnel. It first provides a brief history of the development of dental education. The second and most extensive section analyzes global trends for dental caries, periodontal conditions, tooth loss and edentulousness, developmental disorders, systemic diseases, and traumatic injuries. The third section considers what these trends will mean in terms of the demand for different categories of oral health personnel and for low-, moderate-, and high-technology care. The report notes that the clinical functions required of oral health personnel will change from the simple to the complex. The second half of the report discusses the immediate educational changes needed to protect against an oversupply of oral health personnel, overqualified for routine clinical functions yet inadequately trained to perform necessary specialized, sophisticated procedures. Topics include advantages of a health sciences approach organized on modular lines, changes in curricula that can support revised educational objectives, and methods for setting and maintaining educational standards. Fifteen specific tasks that can contribute to effective changes in educational systems for training dentists and auxiliary personnel are outlined. Eleven references are listed. Appended is a statement of the general aim and objectives for a first course for oral health professionals. (YLB).

This report addresses issues relating to the planning and development of educational programs for oral health personnel in World Health Organization (WHO) communities. Opinions and ideas were obtained from professionals in Sweden, Denmark, Canada, Botswana, Australia, Yemen, United Republic of Tanzania, Sri Lanka, Singapore, and Czechoslovakia. The approach taken for program development involves the study of community demand, which is the most reliable way of ensuring that programs meet the needs of the real population. Accordingly, the assessment of oral needs of communities and the planning of oral health services are discussed before educational requirements are considered. Examined in detail in individual chapters are: (1) manpower planning for oral health; (2) identification of educational objectives; (3) design of educational programs; (4) program implementation; and (5) evaluation of educational programs for oral health personnel. Despite the integral contribution of oral health to general health status, it continues to be treated as a marginalized and less important practice of health care. Minimizing its importance begins with how U.S. dental professionals are educated. The National Academies Global Forum on Innovation in Health Professional Education held a public workshop in November 2022 to discuss definitions of community-engaged oral health and its application within, between, and across health professions. Discussions emphasized lifelong learning, the social determinants of health and community engagement, and the development of innovative approaches and models for oral health workforce education and training in a global context. This Proceedings of a Workshop summarizes the discussions held during the workshop.

Oral health is an intrinsic part of overall health. The mouth is part of the digestive and respiratory systems; it is essential to spoken communication and facial expression; in fact, toothaches are among the most severe and hence debilitating kinds of pain that a person can suffer. The economic cost of dental disease is staggering, equaling an annual loss of some 20 million days of work in the US alone. But far more disastrous is the personal cost for those suffering from these conditions. More than 100 million US citizens lack dental insurance. There is widespread consensus that the resulting disparities are most unfortunate. But are they also unfair? The dental profession and society at large appear much less eager to confirm the unfairness of this situation. After all, with unfairness comes the ethical obligation to attempt rectification of the situation. It is one thing to praise charitable voluntarism; it is quite another to insist on distributive justice. This book makes the case for justice in oral health. Renowned dental ethicists discuss various theoretical perspectives; national and international policy experts propose practical changes; and experienced dental educators outline innovative teaching modes. This book is not just food for thought; it is an invitation to critical discussion and creative planning.
