Post-tensioned (PT) bridges have several advantages over other bridge types: they can span longer distances, can be constructed relatively fast, and are economical. The tendons of PT bridges are critical components, essentially the backbone of the PT bridge system. Tendons consist of strands, ducts, and grout that fill the interstitial space between the strands and ducts. Grout is intended to protect the strands from corrosion, especially when the duct is damaged or water or other deleterious substances infi ltrate the tendon. However, past construction practices and materials have resulted in voids in tendons. Corrosion of the strands in these tendons has resulted in bridge failures in Europe. More recently, voids have been detected in PT bridges in the United States with some of the strands in these voids exhibiting corrosion. In fact, tendon failures have been reported on PT bridges, especially in Florida, that are exposed to aggressive environments. This history has raised concerns about conditions in PT bridges in Texas. A recent inspection of tendons in PT bridges in Texas identified voids. However, all environments in Texas may not be classified as aggressive. Research was needed to assess how the environmental and other conditions, especially the conditions inside the voids in tendons, affect the corrosion of strands and how this corrosion influences the structural reliability of PT bridges. In addition, economical and high-performance grout materials and effi cient inspection and repair methods needed to be defined.

The objective of this research was to evaluate the corrosion activity of strands for post-tensioned (PT) structures and to correlate this corrosion activity with general environmental and void conditions. To achieve this objective, time-variant probabilistic models were developed to predict the tension capacity of PT strands subjected to different environmental and void conditions. Using these probabilistic models, time-variant structural reliability models were developed. The probability of failure of a simplified PT structure subjected to HS20 and HL93 loading conditions was assessed. Both flexural failure and serviceability were assessed. Results indicate that the presence of water and chlorides can lead to significant corrosion rates and failure is dependent on this corrosion activity and the number of strands exposed to these conditions. These results are presented in Volume 1 of this report. To assist TxDOT with developing a plan to mitigate this corrosion, studies were performed to assess repair grout materials, inspection methods, and repair methods. In addition, a general methodology is presented on optimizing repairs. These topics are presented in Volume 2 of this report.

Post tensioning bridges is an efficient way of construction where segments of a bridge are strung together using small diameter high strength strands. The steel strands are passed through internal and/or external ducts within the concrete segments, jacked to high levels of stress, anchored using steel wedges, and then filled with a corrosion inhibiting filler. A cementitious material called grout has been widely used for over 50 years as this filler. The Federal Highway Administration design and construction manual provides recommendations in the properly filling techniques to ensure the tendons are full of grout. Despite the level of detail the manual provides, several Florida bridges that used this construction technique have seen severe corrosion related failures due to poor grout quality. Oil based products have been developed for the express purpose of reducing the corrosion rate in previously grouted tendons. Utilizing the interstitial spaces in the steel strands, low viscosity fluid is pumped through the strand which can also penetrate the surrounding grout and fill unintentional voids. However, by doing so, there is the concern that the bond strength could be compromised and increase the risk of failure. This study presents the findings of small scale grouted mono-strand tendons which determined the bond effects of defective grout, evaluated the injection capabilities of various penetrants, and determined whether or not the penetrant adversely affects bond after impregnation. No appreciable variation in bond was found.
