The Cost Plus Award Fee contract (CPAF) is an appealing concept because it allows procurement managers to use judgement in rewarding performance. It has recently been alleged, however, that a high and relatively constant percentage of the award fee is always paid. If this is true, the effectiveness of CPAF contracts relative to other types is in doubt. Objectives of the study are: (1) Establish current level of award fee payments within Army contracts. (2) Investigate procedures to determine what award fee to pay. (3) Accumulate evidence indicating the motivational effectiveness of cost-plus-award-fee contracts. (4). Evaluate current guidance for the use of CPAF contracts. (5) Recommend change in use or guidance, if appropriate. Inferences toward the objectives were drawn from analyses of award fee payment level, the relationship of award fee payment to various other variables (e.g., fixed fee base), time and command trends, and qualitative assessments.

This report: (1) identifies agencies' actions to revise or develop award fee policies and guidance to reflect OMB guidance; (2) assess the consistency of current practices with the new guidance; and (3) determine the extent agencies are collecting, analyzing, and sharing information on award fees. Award fee contracts have been found to be a cost effective means of encouraging contractors to surpass the specifications of the contract. Award fee contracting can be successfully used in the dynamic environment of R and D programs as well as full scale development programs. Award fee contracting relies on other forms of motivation than just the profit motive. The frequent evaluations used in award fee contracting give the contractor (including its managers and employees) timely feedback on its performance. These evaluations implicitly tell the contractor what the government's priorities are. This evaluation process also enables the government to better define its requirements. It serves as a motivation tool in that the managers will strive to make the evaluation look as good as possible. The award fee is a unique incentive structure that provides the government a method of subjective, after the fact evaluation of contractor performance and affords the Government additional flexibility to reward a contractor for above average performance. Additionally, the award fee is not subject to the disputes clause of a Government contract. Use of award fee serves to enhance contractor performance in areas of quality, production management, ingenuity, timeliness, and cost effectiveness. Currently, the award fee is mostly utilized under cost reimbursement contracts. In order to obtain the full benefit of the award fee, its use in fixed price contracts should be considered. An analysis from the perspective of economic theory, motivational theory, and contracting theory was conducted. In addition, perspectives from Government and private sector contracting personnel were obtained to determine the most effective utilization of an FPAF contract.

The use of incentive contacts, particularly award fee and award term contracts, has increased significantly in recent years. This research examined concerns that these incentives were not being implemented as originally intended. Specifically the research answered whether or not changes are necessary to improve the effectiveness of these tools and whether they actually incentivize the wrong behaviors in industry. Research was conducted by reviewing background information from government regulations and professional organizations to document the history of these incentives. Prescriptive guidance was then compared to actual application of these contracts in an attempt to identify disconnects. Actual application was determined by reviews of numerous published audits and guides, as well as personal interviews with government and industry personnel. The research concluded that the contracts were not being implemented as intended, and improvements need to be made to procedures and processes used by government agencies. Additionally, the research concluded that award fees do actually incentivize the wrong behavior in industry by motivating them to increase their risk through lower proposed profit margins. However, the effects of the above conclusions were less detrimental than anticipated. It was concluded that the improvements to procedures used in administration of award fee contracts would improve efficiency, not necessarily effectiveness. Also, the increased risk was mitigated by complex award processes and the award fee process itself. Therefore, the increase in risk did not point to a clear increase in contract failures as a result of incentivizing the wrong behaviors.

The study objectives are to determine the extent to which award fee is used in conjunction with DTUPC and influences achievement or betterment of th DTUPC goal. Another objective is to recommend necessary changes to current policy for the application of award fee to DTUPC provisions. DARCOM Major Subordinate Commands (MSC's) were surveyed to obtain data on contracts with DTUPC to which award fee was and was not applied. The data was used to test the hypothesis that achievement or betterment of the DTUPC goal is independent of award fee. Contracting, technical and other personnel at DARCOM's MSC's were interviewed on the influence of award fee and other factors on DTUPC achievements. Analysis of all data resulted in proposed changes to current policy for the use of award fee applied to DTUPC contract provisions.

This article reports on a method to improve the effectiveness of Cost Plus Award Fee contracts used for program management support services. The approach involves allowing employee participation in the receipt of award fee dollars thru a concept called Cost Plus Award Fee, Employee Participation, CPAF (EP). An example of an unsuccessful attempt to use CPAF (EP) is presented and a possible solution to problems associated with the use of EP on support service contracts is introduced. The recommended solution is centered around the use of a criteria oriented EP system, similar to criteria developed for Cost/Schedule Criteria System. A major element in the EP system presented is simplicity, in that any EP system must be easy for a contractor to administer. The article concludes with a structured recommendation that CPAF (EP) criteria be developed and tested. (Author).

The concept of the Award Fee contract has existed within the federal government since the 1950s. The Navy and the National Aeronautical and Space Administration used Award Fee contracts on a limited basis in the early 1960s. The Air Force still considered their use experimental as late as 1978. In FY 79 Award fee accounted for 2.9 percent of all contracts over $10,000, and totaled over $1.5 billion. An estimate of the government's administrative costs for a moderate-sized Award Fee program was $115,000 annually. The burden of the administrative costs is considered to be justified when the government realizes greater benefits as a result of the Award Fee provision. There is a general lack of definitive guidance for evaluating the suitability of any contract to the Award Fee concept. With no formalized guidelines for the selection of a contract, there is no objective way to judge the possible, or probable, cost to benefit ratio of a given contract.
