This book focuses on the impact and effectiveness of foreign aid or official development assistance (ODA) from several aspects, as in the exemplary case of Thailand—factors that are important for formulating growth and fiscal policies to use foreign aid efficiently. Specifically, the book is devoted to analyzing the belief among aid practitioners that foreign aid, aimed mainly at wider access to social infrastructure, is one of the important elements for increasing living standards. Thailand has attained economic growth and poverty reduction while it has been receiving foreign aid for more than 50 years, with Japan providing one of the major portions of that aid. However, there is no established theory in the field of economics and related disciplines about whether foreign aid helps developing countries to improve the livelihoods of the poor. According to the analysis advocated in this book, foreign aid to Thailand contributes to economic growth. Moreover, the Thai government generally has governed foreign aid well and maintained sound management of finance primarily by reducing domestic borrowing as an alternative to foreign aid. The book shows that a kind of inter-dependent strategic relation has been established and managed well among aid agencies. These results, introduced by long-term data, are consistent with widely accepted ideas, while the effect of foreign aid itself is still under discussion. This book is intended to answer the needs of aid donors and policymakers as well as researchers and Ph.D. students. In addition, it suggests that other developing countries following similar policies should look to evidence from Thailand to reinforce their own cases.

This thesis uses ordinary least squares fixed effects regression to estimate and compare the relative effects of economic aid, military aid, and development aid on measures of security, development, and economic growth. The model is applied to panel data--data organized by country and year--compiled from the World Bank's World Development Indicators and Penn World Tables. Fixed effects are used in order to control for country level differences and annual changes in the data. The author finds that economic aid in the form of foreign direct investment has a large positive association with economic outcomes. This may be due to the increasingly endogenous relationship between foreign direct investment and economic growth. Contrary to common justifications for military support, the analysis finds that military aid increases the severity of conflict by increasing battle related deaths. Lastly, the model fails to find a significant impact associated with development aid. Although economic, development, and military aid continue to be used to accomplish important strategic, political, and humanitarian objectives, the ability of economic and development aid to accomplish policy goals remains unclear.

Foreign aid aims to improve economic conditions and quality of life in developing countries. The literature on the efficacy of foreign aid to date has been inconclusive; yet there is some evidence that institutional factors may condition the relationship between aid and development. This research focuses on the effects of foreign aid on development, taking into consideration the effects of political institutional factors as intervening in the connection between aid and development. Specifically, this study considers the effects of democracy (political rights and civil liberties) and level of corruption on the relationship between aid and development in sub-Saharan Africa. Development is determined by the Human Development Index, which takes into account gross national income, life expectancy, and education level. My findings indicate that aid is ineffective at promoting development in sub-Saharan Africa. Additionally, it is found that democracy, as determined by level of political freedom, is positively associated to development in aid recipient countries. HIV prevalence rate, the location of the country relative to the coastline, and percent of arable land were found to be significant factors affecting development. The level of corruption and political stability do not have a significant effect on development. The study is conducted using a cross-national, longitudinal, statistical model. The impact of foreign aid on development is examined for 45 countries over a fourteen-year period, from 1995 to 2009. The results of the study show that foreign aid has a negative effect on development, yet development is affected by level of democracy, geographical location, percent of arable land, and HIV prevalence rate. Development is higher in countries located on the coastline, with a higher percentage of arable land, a higher level of democracy, and a higher rate of HIV.
