Given that the principle conclusion from this work is that CTB with high RAP contents can perform satisfactorily as a base material when a sufficient amount of cement is applied, agencies currently specifying limits on the percentage of RAP that can be used as a part of reclaimed base material in the FDR process should reevaluate their policies and specifications with the goal of allowing the use of high RAP contents where appropriate.

The use of recycled materials for construction is beneficial to both the environment and the economy. Recycled asphalt pavement (RAP) is one of the most commonly used recycled materials. Different state departments of transportation allow the use of RAP in base materials at different percentages. Characterization of the resilient modulus of base materials with RAP is important for proper pavement design. In addition, the models used in the Mechanistic-Empirical Pavement Design Guide (MEPDG) for traditional materials need to be verified for base materials with RAP, due to the unique properties of asphalt in RAP. This study evaluated the effects of moisture and temperature on the resilient modulus of base materials with different percentages of RAP. The models for the effects of moisture content on the resilient modulus of unbound materials were evaluated using crushed aggregates with RAP. In addition, models were proposed to account for the effects of temperature on the resilient modulus of base materials with RAP. The effects of the percentage of RAP on frozen moduli were also investigated.

Asphalt concrete pavements receive maintenance to retard the loss of structural integrity and functionality. A common maintenance action to address localized failures is hot mix asphalt or cold mix patches. The result of this practice is a pavement cross-section with different binder ages. The main focus of this study is to investigate the effects of different binder ages in reclaimed material included in cement stabilized bases resulting from full depth reclamation of asphalt concrete roads. The research hypothesis for this thesis is that the new asphalt binder from hot mix patches in an aged flexible pavement has no significant effect on the stiffness properties of a cement stabilized base which has been placed using full depth reclamation. Three types of material were used in this study. The first was virgin aggregate base (AB), the second was Full Depth Reclaimed Material (FDRM) which consisted of 50% rubberized reclaimed asphalt pavement and 50% virgin aggregate base, and lastly 90% Reclaimed Asphalt Pavement (RAP) with 10% virgin aggregate base. A portion of the full depth reclaimed material and a portion of the RAP were oven aged to simulate aging in the field. The material was then stabilized with 5% cement. The tests that were conducted included maximum dry density, optimum moisture content, unconfined compressive strength, indirect tensile strength, dynamic modulus and shrinkage.The main conclusions of this study were that unaged asphaltic material in full depth reclaimed bases stabilized with cement will have a lower dynamic modulus compared to cement stabilized material made from the surrounding, aged asphaltic material. The strength properties between the aged and unaged RAP and FDRM were not significantly different. This suggests that compressive and tensile strength depends primarily on the cementitious bonds, and that the age of the asphalt binder covering the aggregates does not influence the strength. Even though this will not influence the mix design of the cement stabilized base constructed with full depth reclamation, the base will have reduced stiffnesses in localized areas which are potential fatigue failure zones for the AC surface.

Construction and maintenance of roads requires large volume of aggregates for use as base and subbase materials. Because of the cost of virgin aggregates, federal and state agencies are encouraging the recycling of waste materials including materials in old pavements. This study assessed the suitability of four recycled materials relative to virgin aggregates for use as base and subbase materials. The four recycled materials were the reclaimed asphalt pavement (RAP), fly ash (FA), reclaimed concrete material (RCM), and foundry sand (FS). Assessment of these materials was done in terms of their hydraulic, mechanical, and leaching properties when mixed in with various proportions of virgin aggregates. Except for slightly higher fine content in some RAP-aggregate mixtures, particle size distribution of all mixtures was within the Mn/DOT specification band for Class 5 materials. Water retention (pore size distribution), hydraulic conductivity, resilient modulus, and shear strength measurements were generally similar to that of 100% aggregates. Exception was the mixtures of FS. Heavy metal concentrations in the leachate were also generally less than the EPA drinking water standards. We concluded that FA, RAP, and RCM mixtures will be good substitutes of virgin aggregates as base and subbase materials.

Reclaimed Asphalt Pavement (RAP) is produced by milling during resurfacing operations. Finding innovative ways to incorporate RAP into highway base course applications will provide both environmental and economic benefits by allowing in situ recycling of material for projects such as widening or shoulder addition. RAP is a well-drained granular material which is already on site, however 100% RAP is low bearing strength and creeps under load. The objective of this research was to develop methods to improve RAP's strength while reducing creep to an acceptable level through blending with high quality crushed limestone aggregate and/or by chemical stabilization with asphalt emulsion, Portland cement, or lime. RAP/aggregate blends with and without chemical stabilization were compacted by modified Proctor, Marshall, or gyratory methods, cured, and tested for strength and creep. Strength tests included limerock bearing ratio (LBR), a variant of the CBR test, unconfined compression, Marshall compression, and indirect tensile tests. Strength specimens were tested dry and soaked to evaluate retained strength. One dimensional creep testing was performed using seven day oedometer tests. RAP/aggregate blends have the potential to be used successfully as a base course material. Blends of RAP with 50% limerock base material attained a soaked LBR strength of 100 and acceptable levels of creep with the addition of 1% of either asphalt emulsion or cement. Blends of RAP with 75% or more limerock attained a soaked LBR close to 100 and low levels of creep without any chemical stabilizer. In general adding RAP to limerock blends increased the soaked retained strength and improved permeability compared to 100% limerock. Gyratory compaction achieved higher densities than modified Proctor or Marshall compaction and improved RAP's strength by a factor of two to three compared to modified Proctor compaction at the same density but had less effect on creep. Field testing is required to determine whether it is feasible to reproduce the gyratory compaction results on an actual construction site. Significant variability was noted between results with different blends, compaction methods, and stabilizing agents. Site specific performance testing should be conducted to establish the viability of blending RAP into a base or subbase.
