The millions of Egyptians who returned to the heart of Cairo and Egypt’s other major cities for 18 days until the eventual toppling of the Mubarak regime were orderly without an organisation, inspired without a leader, and single-minded without one guiding political ideology. This book examines the decade long of protest movements which created the context for the January 2011 mass uprising. It tells the story of Egypt’s long revolutionary process by exploring its genealogy in the decade before 25 January 2011and tracing its development in the three years that have followed. The book analyses new forms of political mobilisation that arose in response to ever-increasing grievances against authoritarian politics, deteriorating living conditions for the majority of Egyptians as a consequence of neo-liberal policies and the machinery of crony capitalism, and an almost total abandoning by the state of its responsibilities to society at large. It argues that the increasing societal pressures from different quarters such as labour groups, pro-democracy movements and ordinary citizens during this period culminated in an intensifying culture of protest and activism that was vital in the lead up to the dramatic overthrow of Mubarak. It, also, argues that the features of these new forms of activism and political mobilisation have contributed to shaping the political process since the downfall of Mubarak. Based on research undertaken since 2002, Egypt’s Long Revolution is an essential resource for scholars and researchers with an interest in social movements, comparative politics and Middle East Politics in general.

This edited volume presents a detailed account of the dynamics of socioeconomic contention in Egypt and Tunisia since 2011. Combining quantitative and qualitative methods, it analyses what has happened to the socioeconomic grievances that played a key role in the mass mobilizations of 2010 and 2011. The book is based on an original data set of socioeconomic protests in the two countries and on in-depth case studies that cover the two most important types of socioeconomic contention: labor protests and protests by socioeconomically disadvantaged people outside the formal economy. Drawing on a systematic review of comparative research on Latin America, the authors argue that the dynamics of socioeconomic contention in contemporary Egypt and Tunisia reflect a deep-seated crisis of popular sector incorporation. During the fifteenth century, the Mamluk sultanate that had ruled Egypt and Syria since 1249-50 faced a series of sustained economic and political challenges to its rule, from the effects of recurrent plagues to changes in international trade routes. Both these challenges and the policies and behaviors of rulers and subjects in response to them left profound impressions on Mamluk state and society, precipitating a degree of social mobility and resulting in new forms of cultural expression. These transformations were also reflected in the frequent reports of protests during this period, and led to a greater diffusion of power and the opening up of spaces for political participation by Mamluk subjects and negotiations of power between ruler and ruled. Rather than tell the story of this tumultuous century solely from the point of view of the Mamluk dynasty, Crowds and Sultans places the protests within the framework of long-term transformations, arguing for a more nuanced and comprehensive narrative of Mamluk state and society in late medieval Egypt and Syria. Reports of urban protest and the ways in which alliances between different groups in Mamluk society were forged allow us glimpses into how some medieval Arab societies negotiated power, showing that rather than stoically endure autocratic governments, populations often resisted and renegotiated their positions in response to threats to their interests. This rich and thought-provoking study will appeal to specialists in Mamluk history, Islamic studies, and Arab history, as well as to students and scholars of Middle East politics and government and modern history.

The Egyptian protests in early 2011 took many by surprise. In the days immediately following, commentators wondered openly over the changing situation across the Middle East. But protest is nothing new to Egypt, and labor activism and political activism, most notably the Kifaya (Enough) movement, have increased dramatically over recent years. In hindsight, it is the durability of the Mubarak regime, not its sudden loss of legitimacy that should be more surprising. Though many have turned to social media for explanation of the events, in this book, Samer Soliman follows the age-old adage—follow the money. Over the last thirty years, the Egyptian state has increasingly given its citizens less money and fewer social benefits while simultaneously demanding more taxes and resources. This has lead to a weakened state—deteriorating public services, low levels of law enforcement, poor opportunities for employment and economic development—while simultaneously inflated the security machine that sustains the authoritarian regime. Studying the regime from the point of view of its deeds rather than its discourse, this book tackles the relationship between fiscal crisis and political change in Egypt. Ultimately, the Egyptian case is not one of the success of a regime, but the failure of a state. The regime lasted for 30 years because it was able to sustain and reproduce itself, but left an increasingly weakened state, unable to facilitate capitalist development in the country. The resulting financial crisis profoundly changed the socio-economic landscape of the country, and now is paving the way for political change and the emergence of new social forces.
