Robert Hunter's Egypt Under the Khedives, brought back into print in this paperback edition, was a pioneering work when first published in the 1980s, as Western scholars began to comb Egypt's national archives for an understanding of the social and economic history of the country. It is now recognized as one of the fundamental books on nineteenth-century Egypt: it is so archivally based and empirically solid that it forms the starting-point for all research. Hunter used land and pension records in Dar al-Mahfuzat, in addition to published archival collections like those of Amin Sami Pasha, to enlarge our understanding of the social dimensions of the politics of the period. A secondary and very important contribution of the work is its explanation of the way in which "collaborating bureaucrat-landowners" aided in the country's subordination to European political and economic dominance in the reign of Ismail. The big chapter on the unraveling of khedivial absolutism is a splendid piece of storytelling, as it explores the wild fluctuations in Egypt's finances, Ismail's desperate gambits to ward off European administrative scrutiny, and the defection of key officials in his regime to the European side. Egypt Under the Khedives appears on Oxford University's 'Best Thirty' list of "must-read" books in the field of Middle East history.

This book addresses two important matters of current concern to Middle East scholars: firstly, the nature of the Egyptian state and society and the interactive process between them and secondly, how change, which would finally lead to development, can be initiated. The book argues that the Egyptian case represents a weak authoritarian state, which through its coercive and repressive policies towards various societal forces, political parties, professional associations and organisations and individuals, creates a weak society. Individual behaviour in urban and rural communities, sometimes viewed as signs of the strength of societal forces, is seen here as a symptom of a weak and fragmented society. The existence of a weak society in turn impedes government objectives and hinders the implementation of developmental policies and programmes, further weakening the state. This being the case, change has to be initiated externally in both the political and economic spheres.

This book examines the history of the Cyprus Tribute, and takes a longer and broader view of the issue than previous studies. It analyses the regional context of the decision to use revenue surpluses for the repayment of debt within the framework of the Eastern Question and Ottoman bankruptcy. We see that the island was always strategically and financially overshadowed by Egypt. Scrutinising political developments in Cyprus through the prism of the tribute issue facilitates a better understanding of its considerable effect on them. The absence of any imperial role for Cyprus as a 'place d’armes’ meant that there was no imperial interest in funding the infrastructural development of the island. British policy was treasury-driven. Diana Markides analyses why it failed, and how its failure resulted in the local colonial government having to impose a deeply unpopular fiscal policy, for which there was no adequate explanation. She examines the extent to which local resistance to this policy affected not only constitutional development on the island and Anglo-Cypriot relations, but the nature of the relations between the two major communities.
