Inhaltsangabe:Problemstellung: Die Länder Mittel- und Osteuropas sind beliebte Ziele für die Verlagerung von Unternehmensbereichen, meist der Produktion. Vor allem die Tschechische Republik, Ungarn und Polen sowie die Slowakei waren bislang die Hauptinvestitionsländer, in erster Linie bedingt durch die wesentlich geringeren Lohnniveaus. Inzwischen geht der Trend jedoch noch weiter in den Osten. In Rumänien und Bulgarien sind die Arbeitskosten noch geringer als in den neuen EU-Mitgliedsstaaten. Auch steigen die Löhne in Osteuropa inzwischen rapide an, und können eine Auslagerung hinsichtlich der Kosteneinsparungen schon nach wenigen Jahren uninteressant machen. Zwar liegen die Arbeitskosten pro Stunde, beispielsweise in Tschechien, mit 4,19 Euro noch bei ca. 1/6 der deutschen Kosten, jedoch erfolgt der Anstieg bedeutend stärker als z.B. in Deutschland. Natürlich wird es einige Jahre dauern, bis westeuropäische Standards erreicht werden. Wie lange der Prozess bis zur Annäherung hinziehen wird, stellt mit das Kernthema dieser Diplomarbeit dar. Der Autor gibt zu Beginn der Arbeit einen Überblick über theoretische Aspekte von Make-or-buy bzw. Outsourcing, die Schwierigkeit einer solchen Entscheidungsfindung sowie die Kriterien die dafür wichtig sind. Weiterhin werden die, in dieser Ausführung relevanten Länder, Tschechische Republik, Polen, Ungarn und Rumänien hinsichtlich ihrer wirtschaftlichen und politischen Situation durchleuchtet, das Arbeitskräftepotential und die Qualitätsansprüche untersucht. Anhand von Erfahrungsberichten bereits in Osteuropa tätiger Unternehmen, allgemeinen Umfragen und öffentlichen Diskussionen werden die Möglichkeiten und Grenzen eines Standortes, einer Beteiligung oder Fremdvergabe in die oben genannten Länder untersucht. Da die sehr geringen Arbeitskosten in den Ländern Mittel- und Osteuropas eine der wichtigsten Kriterien für eine Auslagerung oder Fremdvergabe darstellen, werden diese näher untersucht. Anhand von Entwicklungen der Löhne in den einzelnen Ländern in den letzen Jahren wird eine Prognose erstellen, die Unternehmen helfen soll und die Entscheidung Make-or-buy bzw. Verlagerung der Fertigung zu erleichtern. Mit verschiedenen Prognoseverfahren wird hochgerechnet, wie lange die Differenz zwischen den deutschen, und den Löhnen in der Tschechischen Republik, Polen, Ungarn und Rumänien noch so extrem groß ist. A decade ago, manufacturing companies had visions of paperless offices, automated plants, and virtual enterprises. But the euphoria quickly evaporated when these visions failed to materialize. Now, from in-depth interviews in a worldwide survey of seventy manufacturing firms, a research team from the prestigious consulting group McKinsey & Company concludes that, far from being a failure, information technology (IT) can be a vital strategic weapon in the manufacturing sector, just as it has proved to be in service industries. In Do IT Smart, experts Rolf-Dieter Kempis and Jürgen Ringbeck along with the McKinsey team identify four cultures of IT users -- stars, big spenders, cautious spenders, and laggards -- based on how efficiently and effectively the users manage IT. The stars stand out because their strong command of IT means they are better able to manage core processes such as R&D, sales and service, and order processing, which in turn produces tangible payoffs in profitability, growth, and market share. From their study of star performers, the authors formulate seven rules for developing a superior IT organization.
