On 28 June 2007, the Prime Minister announced changes to the machinery of Government that had an impact upon the select committee system within the House of Commons. As a result, the Science and Technology Select Committee will be dissolved and replaced by a new Innovation, Universities and Skills Select Committee at the beginning of the next session of Parliament. This Report explains the role that the Science and Technology Committee has played within Parliament and the science community. It outlines the Committee's innovations, its impact and concerns regarding future science scrutiny in the House of Commons. It concludes that, in the long term, a separate Science and Technology Committee is the only way to guarantee a permanent focus on science across Government within the select committee system and recommends that the House be given an opportunity to revisit this issue.

The British Council is the UK's international organisation for educational opportunities and cultural relations. Its purpose is to "build engagement and trust for the UK through the exchange of knowledge and ideas between people worldwide." As well as education, it runs programmes in the arts, science, sport, governance and English language in 110 countries and territories worldwide. 2009 marked the 75th anniversary of the establishment of the Council. It receives Grant-in-Aid from the FCO for its public diplomacy activity: £209 million 2008-09, a 6% increase from 2007-08. The Committee concludes that the change in extent of data provided and the presentation of that data in the British Council's 2008-09 annual report makes it more difficult to track and evaluate the Council's performance over a period of years. In future the annual report should include fuller performance data, including corporate performance scores and reach, to facilitate year-on-year analysis. The recent decline in some of the scores achieved in relation to quality of service, particularly in that relating to engagement with decision makers and senior influencers, gives cause for concern. The Committee welcomes the Council's efforts to re-establish itself in Iran and Zimbabwe, its increased focus on China, and its progress in implementing NAO suggested administrative reforms (HC 625, session 2007-08, ISBN 9780102954173). 2009-10 will be a difficult year for the British Council and further cuts in staff and services may be unavoidable. In these circumstances it is important that the Council concentrates its activities on its core business and key objectives.

In its report of last year on the Communities and Local Government's Departmental Annual Report 2007 (HC 170, session 2007-08, ISBN 9780215037978) the Committee commented on the particular nature of the Department's work: on its unusual reliance for the achievement of the goals Government has set it on a plethora of other Departments, agencies, non-departmental bodies, local authorities and other stakeholders; on the long, devolved delivery chains by which those goals therefore have to be delivered; and on the skills of influence, brokering and negotiation which are required to achieve them. In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. Finally, the report considers examples of particular policies which highlight some of the Department's strengths and weaknesses, and follow up some issues in earlier inquiries. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. The report also considers the Department's response to the serious flooding of summer 2007, and to the reviews which followed; and the mismanagement of European Regional Development Fund monies.

This report considers the case for Parliament to be able to initiate and conduct inquiries into serious and significant matters of public concern. It takes up the recommendationmade by this committiee's predecessor Committee (in the Government by Inquiry Report) that there should be a parliamentary mechanism for initiating inquiries. These would take the form of Parliamentary Commissions of Inquiry, composed of parliamentarians and others. In the Report, the committee examines the justification for creating Parliamentary Commissions of Inquiry in particular, that they would enable Parliament to hold the Executive to account more effectively. Then it covers some of the practical issues involved in setting up inquiries of this nature: how Parliament could instigate an inquiry, its composition, and its operation and powers. The committee concludes that it is crucial, in constitutional sense, that Parliament has the necessary powers and abilities to scrutinise the Executive and hold it to account. Proper parliamentary scrutiny should include the ability to establish and undertake inquiries into significant matters of public concern. Parliament has, in the past, conducted investigationsof this kind and as the great forum of the nation, should be expected to do so. The committee's recommendation for Parliamentary Commissions of Inquiry would promoteeffective parliamentary accountability by creating a process for Parliament to initiate inquirieswhere it rather than the Executive sees fit.

The long-term securing of the UK's food supplies is a fundamental responsibility of Government. The Department for Environment, Food and Rural Affairs (Defra) must concentrate on building capacity in the food and farming industries so that they can respond to market signals in ways that will reduce the risk of food shortages. Producing sufficient food is only part of the challenge: how food is produced is equally important. The Committee notes that increases in production will have to take place in the context of reducing greenhouse gas emissions from the food system, reducing reliance on fossil fuel-derived inputs, and conserving soil and water. Consumer engagement will be vital if Defra is to achieve its vision for the UK food system. The report does not advocate food self-sufficiency for the UK and emphasises the importance of strong trading relationships with a variety of countries. Defra's response to the challenge of securing food supplies must take place in a European and global context. The focus of the reformed Common Agricultural Policy must be on sustainable food production, whilst encouraging European farmers to make their contribution to meeting the world's future food demands. The Committee also highlights the development of "food colonialism" or "land grabbing"- a phenomenon that involves the large-scale acquisition of land overseas by wealthy investors in order to grow food for people in the investor country. The report also calls for an urgent increase in spending on public-sector food and farming research.
