Kommunikation, Note: 1,3, Otto-Friedrich-Universität Bamberg (Lehrstuhl für Kommunikationswissenschaft), Veranstaltung: Hauptseminar Europäische Öffentlichkeit und europäischer Journalismus, Sprache: Deutsch, Abstract: Ein altbekanntes Lied: ,,Europa hat keine öffentliche Meinung" (Schmid 1996); es herrscht ,,Mangel an einer europäischen Öffentlichkeit" (Lepsius 1991: 266). Auf ökonomischer und politischer Ebene sei der Integrationsprozess weit fortgeschritten, jedoch fehle eine öffentliche Meinung dazu (vgl. Sievert 1998: 20). Ansichten zum Thema Europa sind in erster Linie vom nationalen Standpunkt geprägt. Die Mehrheit der Bürger denkt kaum in europäischen Dimensionen; Politiker argumentieren erst allmählich europäisch. Der Integrationsprozess leidet definitiv unter einem Öffentlichkeits- und Demokratiedefizit. Eine europäische Öffentlichkeit existiert nur in Ansätzen: ,,Während der ökonomische und politische Integrationsprozess weit fortgeschritten ist, hinkt die Entstehung einer europäischen Öffentlichkeit dieser Entwicklung weit hinterher." (Gerhards 1993: 96). In der vorliegenden Arbeit werden zwei mögliche Öffentlichkeitsmodelle für den Kommunikationsraum Europa diskutiert. Es wird versucht neben den jeweiligen Problemen, die der Realisierung der Modelle im Weg stehen, als auch mögliche Chancen ihrer Entstehung darzustellen. Damit soll ein Überblick auf das Thema geboten werden, der die wichtigsten Aspekte anreisst, aufgrund der Rahmenbedingungen dieser Arbeit jedoch nicht detailliert analysiert. Wenn nicht explizit erwähnt, beziehen sich alle Angaben und dargestellten Meinungen auf die Situation in Deutschland. Zentrales Problem des vielzitierten Öffentlichkeitsdefizits ist, dass eine europäische Öffentlichkeit Voraussetzung für eine europäische Identität und damit eine europäische Staatlichkeit zu sein scheint, in welcher Form auch immer diese realisiert werden kann. Abschliessend soll daher als Weiterentwicklung der Ausgangsfrage nach den Entstehungsbedingungen einer europäischen Öffentlichkeit ihre Bedeutung bei der Bildung einer gemeinsamen Identität der Europäer skizziert werden, um dann die Frage aufzunehmen, in welcher politischen Organisationsform ein geeintes Europa angesichts fehlender europäischer Öffentlichkeit und Identität gegenwärtig überhaupt verwirklicht werden kann.
