El Foro se organizo en cuatro componentes. Primero, se plantearon los ejes del cambio para los Institutos Nacionales de Investigacion Agricola (INIAs) y el PROCISUR: la globalizacion, apertura e integracion economica. La actual relacion Estado y mercado y el papel de desarrollo tecnologico asociado a la necesidad de un nueva institucionalidad. Segundo, se abordo el analisis de esos ejes mediante tres conferencias. Tercero, se plantearon a traves de paneles los escenarios probables y factores criticos de las principales dimensiones que actuam como referenciales del desarrollo tecnologico agropecuario y agroindustrial: sistema agroalimentario, ambiente y biodiversidad, pobreza y pequena produccion, tecnologia agroalimentaria, organizacion institucional, financiamiento y cooperacion tecnica. Cuarto, se debatieron en grupos de trabajo los problemas tecnologicos, las estrategias de corto e largo plazo y las areas de intervencion que deberian priorizar los INIAs, identificando al mismo tiempo, las lineas de accion que tendria que fortalecer y/o crear el PROCISUR.
