Ha sido Secretario General del Sindicato Nacional de Trabajadores Mineros, Metalúrgicos, Siderúrgicos y Similares de la República Mexicana desde su elección unánime en 2002. Fue reelecto en 2008 y nombrado Presidente en 2012. Egresado con mención honorífica de la Facultad de Economía de la Universidad Nacional Autónoma de México (UNAM) y con estudios de posgrado en la Universidad de Oxford, Inglaterra. Ha recibido numerosos galardones y reconocimientos a nivel internacional, entre ellos el prestigiado premio en Derechos Humanos Meany-Kirkland de la AFL-CIO de Estados Unidos de América; el Arthur Svensson de Noruega, considerado el Premio Nobel por la labor en pro de los derechos laborales; y el Global Democracy Award de la prestigiosa Universidad de Georgetown. Es también miembro del Comité Ejecutivo de IndustriALL Global Union desde 2011, una de las organizaciones sindicales de mayor membresía y prestigio en el mundo. Trabaja muy de cerca con líderes de organizaciones sindicales de varios países. Asimismo, fue Director General de la Casa de Moneda de México durante 12 años y nombrado Presidente Internacional de la Conferencia de Directores de Casas de Moneda por dos años, una distinguida posición a nivel mundial que ningún otro mexicano ha alcanzado hasta ahora.

To mark the long history of Dominican involvement in defence of human rights, in the year celebrating the 800th anniversary of the confirmation of the Order of Preachers, two hundred Dominican brothers, sisters and laity met in Salamanca, Spain, to discuss the contribution of the Dominican Order, in the past, present and future, in the promotion and defence of human rights. It was in that city in the sixteenth century that, prompted by his Dominican brothers, such as Bartolome de las Casas, who were defending the indigenous people of Latin America against the Spanish conquistadores, Francisco de Vitoria planted the seed of today's international human rights movement. This volume presents in original languages the eleven papers given in Salamanca as well as the statement adopted by the delegates at the end of the meeting. They combine historical views, theoretical insights and testimonies from life experience. En el libro, “Reflexiones epistémicas sobre la Ciencia del Derecho” se expresan tres momentos epistémicos, óntico, hermenéutico y analítico, que en su conjunto representan perspectivas sobre la estructura lingüística y metalingüística del Derecho. El texto está compuesto por nueve capítulos que comienzan con una aproximación epistemológica a los conceptos de verdad y fiabilidad en las teorías del derecho, así como los acuerdos y desacuerdos que surgen al interior del metalenguaje. En este punto, se interroga sobre el problema de la verdad en la investigación del Derecho tomando como base las posturas de Gunther Teubner, Robert Brandom, Luigi Pareyson y Thomas Nagel. Seguido, se presenta la visión de la teoría de Foucault, sobre la justicia y la verdad como tránsito de la barbarie a la modernidad, en el que la disciplina normativa desempeña un papel primordial. La reflexión epistémica disciplinar inicia con un texto sobre el Derecho Público colombiano en perspectiva contemporánea, a partir de análisis de la teoría naturalista/pragmatista del Derecho de Brian Leiter. El estudio epistemológico disciplinar continúa con el pensamiento kantiano y hegeliano en torno a la función de la pena en el derecho penal. Igualmente, se presenta un estudio sobre la filosofía del derecho y el siglo XXI, a partir de un estado del arte sobre los diferentes tópicos y su influencia en conceptos como la justicia. El siguiente capítulo se concentra en dos reflexiones en torno a la categoría normativa del concepto de usuario de servicios públicos, desde la reflexión del pensamiento normativo de Giovanni Tarello. Posteriormente, se piensa en un concepto sobre energías renovables y la inversión en ellas, articulándolas a una figura normativa de solución de conflictos internacionales, como laudos arbitrales y el concepto del trialismo jurídico. Finalmente, la obra termina con la reflexión en forma interrogativa, sobre la posibilidad de un Derecho para el siglo XXI producto de la decantación histórica de la dignidad humana y la tensión igualdad-libertad-solidaridad-del entorno vital.
