La obra que el lector tiene entre manos, por una parte, investiga si Europa posee una identidad que sea relativamente fácil apreciar a partir de los datos aportados. Por otra parte, también investiga qué ha aportado España a ella. Existen facetas identitarias en que los datos son relativamente muy fáciles de ver: en la literatura y en las artes –incluyendo entre ellas, claro está, la arquitectura. Esta investigación, con considerarlas de gran importancia, no se detiene en esas facetas y se centra, casi exclusivamente, en la identidad fundada en los valores humanos, es decir, en esos ejes de acción de los individuos, de los grupos e, incluso, de los pueblos y de los Estados. Un recorrido por los últimos dos mil quinientos años de la historia continental pone de manifiesto que diversos pueblos han ido realizando importantes aportaciones a esa identidad. Sin duda alguna, como se pone de manifiesto, el peso de Grecia en esta construcción –concretemos de manera especial la aportación de Atenas- es sobrecogedor: lo es en los inicios de esta identidad y a lo largo de toda esa historia llegando hasta nuestros días. Más aún, y en cierta medida, la aportación ateniense primero y del helenismo después es de tal envergadura que Europa ha vuelto, en el siglo XX, con una especie de obsesión hacia las fuentes griegas y, de manera especial, a las literarias. Desde el denominado Renacimiento carolingio, por lo menos, Francia ha realizado grandes aportaciones a dicha identidad. Es preciso reconocer ciertas aportaciones, aún no excesivamente valoradas pero que pueden tener importante incidencia en el futuro, de determinados pequeños pueblos que han sido capaces de mantenerse, aceptablemente, indemnes frente a tantos ataques realizados por importantes potencias contra ellos, a lo largo de una historia llena de agresiones y han sido capaces de mantener valores. Europa, como constructo actual, posee puntos fuertes porque ha consolidado un conjunto de valores que sirven de orientación a sí misma y fuera de sus fronteras; pero, al mismo tiempo, este continente sufre amenazas que conviene conocer. Europa, por tanto, no está construida del todo. Conviene, como vemos, que esta construcción se realice conforme a nuevos parámetros algunos de los cuales son endebles. El autor, Desiderio FERNÁDEZ MANJÓN, es un investigador que al hondo conocimiento jurídico une el politólogo. Se ha caracterizado, desde hace una década, por ahondar en nuestra realidad peninsular y continental: federalismo, relaciones interterritoriales, identidad. Tres de sus aportaciones han sido valoradas con diversos premios. En la actualidad se halla trabajando en el tema del amor a la patria, desviaciones, riesgos de éstas y forma de combatirlos –principalmente mediante el multiculturalismo y la multiidentidad. Argentinean philosopher, theologian, and historian Enrique Dussel understands the present international order as divided into the "culture of the center" -- by which he means the ruling elite of Europe, North America, and Russia -- and "the peoples of the periphery" -- by which he means the populations of Latin America, Africa, and part of Asia, and the oppressed classes (including women and children) throughout the world. In 'Philosophy of Liberation,' he presents a profound analysis of the alienation of peripheral peoples resulting from the imperialism of the center for more than five centuries. Dussel's aim is to demonstrate that the center's historic cultural, military, and economic domination of poor countries is 'philosophically' founded on North Atlantic onthology. By expressing supposedly universal knowledge, European philosophies, argues Dussel, have served to equate the cultural standards, modes of behavior, and rationalistic orientation of the West with human nature and to condemn the unique characteristics of peripheral peoples as "nonbeing, nothing, chaos, irrationality." Hence, Western philosophies have historically legitimated and hidden the domination that oppressed cultures have suffered at the hands of the center. Dussel probes multinational corporations, the communications media, and the armies of the center with their counterparts among the Third World elite. The creation of a just world order in the future, according to Dussel, hinges on the liberation of the periphery, based on a philosophy that is able to "think the world" from the perspective of the poor and to reclaim the Third World's distinct cultural inheritance, which is imbedded in the popular cultures of the poor. Apart from the liberation of the periphery, there will be no future: "the center will feed itself on the sameness it has ingrained within itself. The death of the child, of the poor, will be its own death." This is a disquieting but stimulating book for scholars and advanced students of philosophy, ethics, liberation theology, and global politics.

Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? This book provides a comparative account of seven member states' bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of 'Europeanization'. It illustrates how and why the main architects of this EU policy have been Spain and Germany. In contrast, Poland, Sweden and Ireland, which had little previous interaction with Latin America, have developed their current relations with that region virtually as a result of their EU membership.
