En el ao 1999 y con la llegada al poder de Hugo Chvez y su movimiento poltico se produjo la sustitucin de la constitucin que en Venezuela rega desde el ao 1961, esto a travs de una asamblea nacional constituyente de la cual el autor anota trascendentes irregularidades, tantas que a su parecer la viciaron de nulidad al igual que a la denominada constitucin de la repblica Bolivariana de Venezuela, la que Ramrez Lpez considera fruto del rbol envenenado, una tesis jurdica segn la cual todo cuanto surja de procedimientos ilegales resulta un fruto envenenado de ilegalidad del rbol que le dio vida. Sectores de la oposicin poltica promueven la celebracin de una nueva constituyente a lo cual Ramrez Lpez responde en esta obra que tal cosa es innecesaria pues al estar viciado de nulidad el proceso anterior, lo que hay que hacer es restituir la vigencia de la mencionada constitucin de 1961, tesis que llena de argumentos histricos, jurdicos y polticos. El autor concluye haciendo un anlisis pormenorizado sobre las irregularidades del proceso constituyente e incluso trae e incorpora a esta obra las actas de sesiones de aquella asamblea, poco conocidas por la opinin pblica. Ramrez Lpez hace propuestas especficas sobre cmo abordar soluciones a la problemtica nacional despus de un cambio de gobierno. Sin duda se trata de una ptica interesante sobre un tema de mucha trascendencia, sobre todo porque en otros pases se est hablando de asambleas constituyente de inspiracin parecida a la que en Venezuela hizo Hugo Chvez.

In freedom, mothers remain silent when the clarion call of the country cries but in dictatorship, their hearts sense that when the moment of truth arrives, the general will abandon their soldier son and run to hide in some military museum, because of money he reached that rank. Chavezism is collapsing! and so is the people’s psychology, for they are no longer afraid. In this book, the author proposes ideas and solutions to reconceptualize Venezuela.
