Plantear el futuro de las ciudades requiere tener presente que la población urbana tiene tendencia a aumentar en relación a la rural. Además, las áreas metropolitanas cada vez tendrán mayor importancia y pueden llegar a competir con los estados. Siendo conscientes de esta realidad, el libro pretende establecer las bases de la estructura urbana a la cual tendrían que encaminarse las ciudades. De entrada, se presenta la exigencia de que sean sostenibles al margen del modelo que se escoja. En segundo lugar, el autor cree que el espacio público debe ser el gran protagonista y además incluir la creación de vida urbana. Con estas dos premisas, el referente más idóneo es la ciudad mediterránea, pero únicamente como referente. En terminología del urbanista Chueca Goitia sería parecida a la “ciudad pública” en oposición a lo que él llamaba “ciudad doméstica”. Un tercer objetivo es que sea una ciudad justa, para lo cual hay que aplicarle el nuevo concepto de fractalidad, perfectamente adecuado al caso urbano. Un conjunto compuesto de partes es fractal si todas ellas reflejan el todo. En la ciudad, las partes son los diferentes barrios. Las ciudades tienen que compatibilizar la artificialidad y dureza de la trama urbana con una potente red de parques urbanos. Por otra parte, hay que considerar que la materia prima de la ciudad o el uso básico son las viviendas, porque diseñar zonas únicamente de uso terciario crea un vacío urbano. Además, la ciudad debe pacificarse para convertirse en el reino del peatón en detrimento de los vehículos, especialmente los de uso privado. El libro, aparte del texto, incluye 31 cuadros sinópticos que son claros e ilustrativos.
