La implosión inesperada de la banca norteamericana Lehman Brothers el 15 de septiembre de 2008 propició el surgimiento del G-20, formado por líderes políticos de potencias desarrolladas y emergentes con el objeto de coordinar medidas para intentar controlar los estragos de una crisis financiera sistémica. Hasta entonces, el G-7, con tan solo el 10% de la población mundial y el 46% del PIB global, había dominado el debate económico-financiero mundial. El G-20 representa dos tercios de la población del planeta y el 85% del PIB, un cambio cualitativo de gran trascendencia que ha logrado poner en marcha un proceso diplomático innovador, donde también participa España, siendo el único país que cuenta con el estatus de invitado permanente en el grupo. Tras casi doce cumbres en sus más de ocho años de vida, el G-20 no solo ha sido capaz de incidir en la regulación financiera, la reforma del FMI o la modernización de reglas fiscales globales de la mano de la OCDE, sino que también ha impulsado iniciativas en campos como el de la seguridad alimentaria, el crecimiento verde, las infraestructuras o la energía. Pero la nueva Administración Trump lo cuestiona debido a su óptica coordinadora y reguladora global, algo que se contrapone a la visión nacionalista y restringida del nuevo inquilino de la Casa Blanca.

Drawing on the expertise of a panel of contributors and guided by Michael Mann’s model of power, this book critically interrogates the future of U.S. global power and provides insights on what we might expect from the U.S. Empire under Trump. El Movimiento Europeo ha promovido la elaboración de este liber amicorum en honor a José María Gil-Robles Gil-Delgado aprovechando el octogésimo quinto aniversario de su nacimiento, debido a que su vida ha estado vinculada desde su juventud al Movimiento Europeo y ya desde el «Contubernio de Múnich» a través de su padre, y después en la Asociación Española de Cooperación Europea (AECE), y posteriormente, desde que CFEME se traslada a Madrid una vez aprobada la Constitución española, ha estado siempre vinculado al mismo, incluso cuando fue presidente del Parlamento Europeo, donde defendió nuestro proyecto común. En nuestros días, Gil-Robles Gil-Delgado sigue de forma muy activa y con muy importantes aportaciones la labor del Movimiento Europeo. Fue presidente del Consejo Federal Español del Movimiento Europeo (CFEME) entre 1996 y 2005, y del Movimiento Europeo Internacional (MEI) entre 1999 y 2005, donde le dio un gran impulso tomando el relevo de Mário Soares y pasándolo a Pat Cox, quien también participa en este libro homenaje. La obra reúne a autores que representan las distintas sensibilidades que tenemos en el Movimiento Europeo, como son: una gran pluralidad política; participación de al menos tres generaciones, de menos de veinte años y de más de noventa; contribuciones de los interlocutores sociales, representantes de los empresarios y de los trabajadores; autores pertenecientes prácticamente a todas las comunidades autónomas españolas, y manteniendo un cierto equilibrio de género. También han contribuido diversos autores pertenecientes al Movimiento Europeo Internacional, donde el homenajeado siempre tuvo y sigue teniendo un gran reconocimiento a su labor.
