Este ensayo hace un balance –y propuestas– acerca de la realidad educativa de América Latina, el continente más postergado de Occidente en esta materia, con cerca de un 60% de sus personas mayores de 15 años que pueden calificarse objetivamente como analfabetos funcionales tanto en comprensión de lectura como en manejos aritméticos, que no van mucho más allá de poder contar dinero. Entre los que están egresando hoy de educación media se da casi el mismo porcentaje, además de escaso acceso, y elevada deserción. Como se verá en el texto, este ensayo postula que los orígenes y contextos políticos, económicos y sociales que han llevado a esta situación tienen raíces históricas muy similares. Por ende, aunque hay fuerte heterogeneidad en la región, como la que se ve en las cifras arriba mencionadas, los problemas y diagnósticos actuales son más similares que las diferencias. Esto a su vez abre interesantes y urgentes oportunidades para el diseño de algunas recomendaciones y soluciones comunes, y para niveles superiores de cooperación regional, compartiendo nuestros logros y también los fracasos, tanto en políticas educativas como en prácticas innovadoras en las aulas, aprovechando interesantes y promisorios avances en distintos ámbitos, tanto en el mundo como en nuestros propios países.

La formación del ciudadano es, sin duda, una de las metas más importantes y prioritarias de las agendas político-educativas contemporáneas. Tanto en democracias débiles e incipientes, como en aquellas ya consolidadas, la construcción de una ciudadanía crítica y participativa parece ser la clave para resolver la diversidad de conflictos emergentes que reflejan la profunda crisis que afecta actualmente a este régimen: desigualdades, exclusiones y discriminaciones, en algunos casos; corrupción política, apatía y escepticismo cívico, en otros. La salud del sistema, la supervivencia de sus instituciones y las condiciones de gobernabilidad, pero sobre todo de legitimidad, dependen de las acciones ético-educativas que se encaren a efectos de capacitar a cada ciudadano para la práctica responsable, racional y autónoma de su ciudadanía. La compleja y profunda construcción sociohistórica de la ciudadanía es fundamentalmente pedagógica ya que opera sobre la conformación del imaginario y de los hábitos y actitudes que expresan distintos roles y posiciones dentro del sistema político y la sociedad civil. Estas acciones se despliegan en el ámbito de la educación informal, pero sobre todo en el de la educación formal y sistemática. La formación del ciudadano es un objetivo fundante de los sistemas educativos nacionales, cuyos currícula, textos y marcos normativos institucionales se encargan de transmitir determinados valores, concepciones y estereotipos que conforman la noción individual y colectiva de la ciudadanía. Este libro pretende analizar críticamente los procesos mencionados en distintos contextos históricos, culturales y políticos; contextos que por representar cierta proximidad puedan permitirnos reconocer tendencias y aspectos comunes, a pesar de sus contingencias propias.
