Las fronteras reales pueden ser densas. No son líneas adimensionales tal como se asume generalmente en los modelos teóricos o en los análisis empíricos, sino regiones pobladas por múltiples agencias que desarrollan y administran regulaciones que las firmas deben cumplir cuando comercian internacionalmente, y que en muchos casos tienen sus propios procedimientos específicos para asegurar el cumplimiento de aquellas. Según cómo estén diseñados dichos procedimientos, las fronteras pueden convertirse en laberintos difíciles de atravesar. Ello es crucial, ya que, al influir sobre los tiempos que insume conectar orígenes y destinos, los procedimientos de las agencias fronterizas pueden afectar el comercio, especialmente en un contexto caracterizado por la segmentación espacial de las cadenas de producción y la comercialización ajustada a la demanda. Recientemente, los países de América Latina y el Caribe han implementado varias iniciativas de facilitación comercial que apuntan a racionalizar y simplificar el procesamiento administrativo de los flujos de comercio y, por ende, reducir los tiempos que demanda comerciar. Dichas iniciativas incluyen la adopción de sistemas de gestión de riesgo por parte de las aduanas, ventanillas únicas de comercio exterior, programas de operador económico autorizado, esquemas simplificados de exportación postal y regímenes de tránsito racionalizados, todos los cuales son piedras angulares del Acuerdo de Facilitación del Comercio de la Organización Mundial del Comercio (OMC) alcanzado en Bali en 2013 y han sido objeto de operaciones de varias organizaciones internacionales como el Banco Interamericano de Desarrollo (BID). A pesar de su ubicuidad, la evidencia disponible sobre el impacto de estas iniciativas específicas ha sido hasta el momento sumamente limitada, esencialmente debido a la ausencia de datos precisos. El informe Cómo salir del laberinto fronterizo llena esa brecha y revela, por primera vez, los efectos de las medidas de facilitación sobre el comercio y los canales a través de los cuales se verifican dichos efectos. Tales estimaciones surgen de evaluaciones de impacto exhaustivas, que se han realizado aplicando métodos rigurosos sobre datos transaccionales sin precedentes en varios países de la región. Los resultados indican que el comercio efectivamente se ha expandido como consecuencia de las medidas de facilitación y que el canal primario ha sido la frecuencia de los envíos. A partir de dichos análisis econométricos y casos de estudios institucionales detallados, Cómo salir del laberinto fronterizo sistematiza una nueva línea de investigación en materia de política comercial y proporciona a los funcionarios de los países y los organismos internacionales herramientas valiosas que ayudarán a diseñar y evaluar las políticas en esta área, la cual será muy activa en los próximos años conforme los países trabajen en la implementación del acuerdo multilateral logrado en Bali.
