Creado en 1991 en un contexto favorable a las ideas de regionalismo abierto, el Mercosur fue un bloque comercial que en sus primero años alcanzó logros que llevaron a describirlo como uno de los procesos más exitosos en la historia latinoamericana. Esta imagen positiva comenzó a desvanecerse a fines de la década del noventa, cuando la crisis producida por la devaluación del Real en Brasil generó conflictos comerciales y una reducción de la interdependencia regional, proceso que se profundizó con el default argentino de 2001. El ascenso al poder de gobiernos de centro-izquierda desde el año 2003 ha estado acompañado por el impulso de una serie de iniciativas para relanzar el proceso de integración del Mercosur y dotarlo de una sólida dimensión social y productiva. El presente libro analiza este complejo proceso de integración regional, concentrándose no sólo en su dimensión comercial, sino también en sus aspectos políticos, culturales, sociales y productivos. En este sentido, el libro incluye trabajos de destacados especialistas de Argentina, Brasil, Estados Unidos, Inglaterra, Paraguay, Uruguay y Venezuela. This paper identifies some issues to build a research agenda on the effects of transnationalization and economic development among Mercosur countries. The first section discusses an analytical framework for the understanding of the relation between Foreign Direct Investment (FDI) and the balance of payments constraints to growth in developing countries, assuming that different types of FDI may affect such constraints in opposite directions, according to alternative theories. Section II contains a historical perspective of transnationalization in these countries, using a long-run FDI series analysis and resuming some characteristics of the last period. Finally, in the third section, some preliminary conclusions are outlined, attempting to meet the analytical framework and the empirical stylized facts, which allow to identify some issues or topics for such a research agenda.

The book draws comparison between MERCOSUR and the European Union to explain variation of regionalism and to expose its limits. The project is based on the idea that contemporary examples of regionalism should be evaluated against several propositions of multiple integration theories rather than against a single theory. In order to systematically explain why and how integration outcomes in MERCOSUR differ from those in the EU, the author develops an analytical framework for the comparison of the two blocs. MERCOSUR is compared with the EU by the use of the various criteria of economic interdependence, economic convergence, intra-bloc size and interest asymmetries, cultural diversity and geostrategic motivations, which are identified as the salient parameters of integration theories.
