La vida política ha tomado un nuevo curso que configura una democracia diferente a la que conocimos. La ciudadanía, en el centro de la escena, solo cede parcialmente su soberanía en el acto electoral, habilitando una democracia continua, con ciudadanos alertas y desconfiados hacia el poder, en la que cada decisión de gobierno significativa requiere ser legitimada en sí misma y es objeto potencial de veto y movilización de rechazo. El sistema representativo se halla debilitado, al tiempo que se instalan otras representaciones en el espacio público continuo y nuevos movimientos políticos y sociales —con identidades no derivadas de una condición social— que aspiran a una representación con frecuencia basada en principios asamblearios de horizontalidad sin liderazgos y pretenden independencia y autonomía. El espacio público adquiere así centralidad y se expande más allá de sus fronteras tradicionales, ilustración de lo cual es la disputa por el control y la regulación de los medios de comunicación e Internet. Isidoro Cheresky sostiene que estas y otras transformaciones que se tratan rigurosamente a lo largo de este volumen presentan un gran desafío para los contemporáneos e invitan a un involucramiento en la vida pública. Por un lado, experimentamos la expansión efectiva, y en muchos casos aun potencial, de democracia inclusiva y de libertad sin tutorías ni mandatos ancestrales; pero, por otro lado, la primacía llevada al extremo de los liderazgos de popularidad puede derivar en la paralela emergencia de nuevas formas de gobierno decisionista y plebiscitario que vengan a suplir la desarticulación de las viejas instituciones. Los trazos del nuevo rostro de la democracia aún no son certeros; serán modulados por la acción de quienes quieran y puedan asumir el desafío de esta mutación.

Since the 1970s, neoliberalism has evolved from ideology to political programme, from political programme to public policy, and from public policy to constitutional rule. This process of change has been made possible through the endorsement of an uncritical, a-historical, and apolitical economic theory that legitimized technocratic despotism, financial deregulation, precarious labour, and constitutional-political emptying. This book examines critical perspectives in mainstream neoliberal development analysis. It examines the neoliberal experiment as a global historical construct through the cases of Africa, Latin America, and Europe. The analysis begins in 1980 with the Structural Adjustment Plans in Latin America and Africa, followed in 1990 by Maastricht in the case of Europe and the euphoric shift that took place, typified by the Africa Rising narrative, which attempts to promote the idea of an economically emerging continent. It also considers the weakness of the state resulting from neo-liberal austerity and fiscal stabilization policies, which have amplified the inability to collectively deal with the social, economic, and political impact of the COVID-19 crisis. One of the key features of the book is the extensive comparative analysis between regions, using case studies, including examples from African countries. The authors connect the different regional perspectives, included in the book, in a clear and coherent way, such that it will appeal to students and scholars interested in the social, economic, and political outcomes of globalization and will also be of interest to official development agencies and third sector organizations in Latin America, Sub-Saharan Africa and Europe.
