Para superar los inconvenientes de la planificación tradicional, los nuevos Planes de Ordenamiento Territorial se caracterizan por la implementación de componentes estratégicos y flexibles integrados a una base estructural heredada de la planificación tradicional. Las innovaciones en estos planes apuntan a una adecuada implementación de los principales componentes de la flexibilidad tomados de la planificación estratégica: la eficiencia y la participación. La eficiencia como componente de operatividad de la flexibilidad, se traduce básicamente en la adopción de un régimen de prioridades que se manifiesta preferentemente en los instrumentos de planeamiento y ejecución del plan. Several international and European institutions have given increasing importance to sustainable approaches to our existing building stock and the role of built heritage in this process. Latin America and the Caribbean (LAC) region is exceptionally biodiverse. It contains about half of the world’s remaining tropical forests, nearly one-fifth of its coastal habitats, and some of its most productive agricultural and marine areas. But agriculture, fishing and other human activities linked to rapid population and economic growth increasingly threaten that biodiversity. Moreover, poverty, weak regulatory capacity, and limited political will hamper conservation. Given this dilemma, it is critically important to design conservation strategies on the basis of the best available information about both biodiversity and the track records of the various policies that have been used to protect it. This rigorously researched book has three key aims. It describes the status of biodiversity in LAC, the main threats to this biodiversity, and the drivers of these threats. It identifies the main policies being used to conserve biodiversity and assesses their effectiveness and potential for further implementation. It proposes five specific lines of practical action for conserving LAC biodiversity, based on: green agriculture; strengthening terrestrial protected areas and co-management; improving environmental governance; strengthening coastal and marine resource management; and improving biodiversity data and policy evaluation.

El ordenamiento territorial es mucho más que el conjunto de normas e instrumentos de gestión y planificación de los usos del suelo. Si bien está reglamentado en tanto competencia estatal, reivindicamos que las acciones (y omisiones) con gran capacidad de transformación socioespacial de los territorios se dan en diversos ámbitos: políticas sectoriales, estrategias empresariales e iniciativas de las comunidades locales, entre otros. Puede que los objetivos territoriales no sean explícitos, puede que algunas acciones no estén relacionadas directamente con un proyecto territorial, pero, a menudo, derriban los Planes de Ordenamiento Territorial legalmente formulados. Por lo tanto, es menester profundizar lo que significa, lo que implica ordenar los territorios, y replantear esta cuestión como un objeto propio de las ciencias sociales. A lo largo de este libro, fruto de un seminario interdisciplinario que reunió ponentes de toda Latinoamérica y España, nos adentramos en muchas de las dimensiones sociales, culturales, políticas, económicas y ambientales involucradas a la hora de ordenar los territorios.
