Hace cien años se desarrolló en Londres un pequeño gran drama. A no mucha distancia de donde se erigió el Globe Theater, donde Shakespeare estrenó gran parte de sus obras, y también enfrentando el río Támesis, pero en la orilla contraria, encarando asimismo a un público expectante, otro Julio César, Julio César Arana, barón peruano del caucho, se hacía presente ante la comisión mixta de investigación del Parlamento británico, que los sindicaba a él y a su vasta empresa —la Peruvian Amazon Company, más conocida como la Casa Arana— del holocausto de más de cuarenta mil indígenas en el distrito colombiano del Putumayo. El porqué este patricio de Loreto se había tomado la molestia de cruzar el Atlántico para responder a las inquisiciones de un tribunal que, en cualquier caso, no tenía jurisdicción sobre él, no sólo hallaba respuesta en la dimensión de las acusaciones, sino en su repercusión planetaria. El escándalo tenía igualmente por escenario el teatro global. Desde 1909 —cuando Walter Hardenburg, ingeniero neoyorkino que se desplazaba desde Buenaventura hasta el río Madeira brasileño, siguiendo el curso del Putumayo, sostuvo en las páginas de la revista londinense Truth haber sido rehén de los secuaces de Arana y testigo de sus crímenes—, los lectores de prensa del mundo entero, por no decir que un número considerable de cancillerías, habían concentrado su atención en lo que vino a conocerse, conforme el título de tales artículos, como "The Devil's Paradise", "El Paraíso del Diablo". Sin embargo, el alboroto propiamente dicho se hallaba en el subtítulo: "Un Congo de propiedad británica", que entonces evocaba las espeluznantes develaciones que en 1903 la misma Gran Bretaña había hecho con respecto a los desafueros, muy parecidos, perpetrados por la agencia personal del rey Leopoldo II de Bélgica contra la población nativa del Estado Libre del Congo.

En 1901, el comerciante peruano Julio César Arana entró en negocios con algunos caucheros colombianos de la Colonia Indiana (La Chorrera) para explotar el caucho. Arana había conocido años atrás el Putumayo, negociando y transportando el caucho hacia Iquitos y Manaos, los centros —como se dijo— de la economía gomífera en Perú y Brasil. Sin duda, esto le permitió hacerse a una idea del potencial del Putumayo en el contexto del Amazonas y le abrió sus apetitos por controlar la región. La explotación del caucho natural se organizó en diferentes secciones vinculadas entre sí por trochas y caminos, o por río. En cada una de estas secciones o barracones vivía un capataz con un grupo de "racionales", y algunos "muchachos de servicio", jóvenes indígenas al servicio de los caucheros. Existía también un pequeño grupo de gentes de color traídas de Barbados, que hacían de vigilantes y cocineros, entre otras labores. En 1907, un joven ingeniero norteamericano, W. Hardenburg, de paso por el Putumayo, presenció en el Caráparaná el asalto a mano armada de un centro cauchero colombiano por las huestes de Arana, secundadas por el ejército peruano. También fue testigo del trato que recibían los indios y del régimen de tortura a que eran sometidos. En 1909, el periódico londinense Truth publicó su testimonio, bajo el título "El paraíso del diablo". Hardenburg relataba con detalle sus observaciones y otros testimonios que había logrado recoger durante sus meses de estadía en Iquitos; denunció la existencia de un verdadero régimen de esclavitud en el Putumayo, en el cual los indios eran forzados a trabajar, sometidos a la tortura en el cepo y al látigo, expuestos a hambrunas y a las pestes provocadas por las precarias condiciones de trabajo, entre otras formas de represión. La publicación en el periódico londinense desató un escándalo internacional y la apertura de una investigación sobre la situación de la Casa Arana por parte del Foreign Office. El gobierno británico comisionó a Sir Roger Casement, cónsul inglés en Río de Janeiro, para que investigara en el terreno los hechos. Casement viajó al Putumayo en 1910 y recorrió gran parte del área de La Chorrera. Entrevistó directamente a los trabajadores negros provenientes de Barbados, y constató la situación de los indígenas y el funcionamiento de la Compañía. Presentó ante su gobierno un informe pormenorizado en el cual corroboraba las afirmaciones de Hardenburg. Los indios, según su testimonio, eran forzados a extraer el látex; si no entregaban las cuotas exigidas por los caucheros, eran castigados en el cepo, flagelados y torturados.
