Este libro se empezó a escribir antes y durante el proceso electoral de 2018, y se concluyó una vez que se conocieron los primeros resultados de la elección del 2 de julio que llevaron al triunfo en la titularidad del Ejecutivo federal a Andrés Manuel López Obrador. Al fin, después de una Jefatura de Gobierno en el Distrito Federal (2000-2005), hoy Ciudad de México, de sortear un torpe y absurdo proceso de Declaración de Procedencia en 2005 y de su participación, en dos ocasiones, como candidato a la Presidencia de la República (2006 y 2012), la izquierda, encabezada por López Obrador, alcanzaba su objetivo. Esa noche todos dormimos tranquilos. La fuerte personalidad del candidato y la definición de la elección casi desde el inicio, centraron la atención de los comicios de ese domingo en la elección presidencial.

En una de las novelas de Leonardo Padura se cuenta que un pintor explica a su aprendiz su pasión por el autorretrato: "porque es un diálogo sólo entre el cuadro y yo". De la misma manera, siento, en esta segunda edición, que los derechos contenidos en los hechos que en este libro se narran son un diálogo que me autorretrata. En esa novela también le explica que el misterio al pintar el retrato de una persona está en dar a conocer el momento que condensa todos los momentos vividos de la persona. Me identifico con ello igualmente porque en cada artículo he intentado evitar datos de la actualidad que distraen y con el tiempo pierden interés, para aspirar a que los hechos se puedan releer, con el paso del tiempo, manteniendo viva la intención de los derechos que se explican.

El 8 de julio de 2021 se cumplen cien años de la primera reforma a la Constitución de 1917. Tras ese cambio, se han publicado 252 decretos que la modifican. Eso ha provocado que nuestra norma suprema haya aumentado su tamaño y se haya vuelto más compleja de entender, pues ha acrisolado visiones y lenguajes de distintas épocas. Es por ello que, desde 1985, el Instituto de Investigaciones Jurídicas de la UNAM ha considerado necesario contar con una edición de la Constitución comentada, a efecto de explicarla y hacerla más comprensible al gran público y, de esta forma, contribuir a la cultura constitucional del país. Desde 1985 se han hecho 20 ediciones y ponemos a disposición del público la 21ª, que coeditamos con el Instituto de Estudios Constitucionales del Estado de Querétaro, con la que se cumple ese centenario de reformas constitucionales.
