Beginning with volume 41 (1979), the University of Texas Press became the publisher of the Handbook of Latin American Studies, the most comprehensive annual bibliography in the field. Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 130 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and research under way in specialized areas. The Handbook of Latin American Studies is the oldest continuing reference work in the field. Dolores Moyano Martin, of the Library of Congress Hispanic Division, has been the editor since 1977, and P. Sue Mundell was assistant editor from 1994 to 1998. Brazil, Land of the Past scrutinizes the ideological roots of the so-called New Right in Brazil. The book traces the continuity and resilience of a system of thought based on the idea of a God-given hierarchical order to be defended against any social contract and modernizing relativization. It explains in detail how today a diverse movement — which includes actors ranging from the authoritarian Bolsonaro wing to economic liberals to the military to both Catholic and evangelical religious conservatives – assumes unanimously the ideas of this tradition as underlying premises of their political action. Though not always explicitly, this drives the self-declared “liberal-conservative” but rather anti-modernist reaction which claims to liberate an imaginary authentic “Brazil” from an aberrant “State” – and in so doing intends to preserve inherited privilege in an extremely unequal society.

The general perception of modern Latin American political institutions emphasizes a continuing and random process of disorder and crisis, continually out of step with other regions in their progress toward democracy and prosperity. In "History of Political Parties in Twentieth-Century Latin America," Torcuato S. Di Tella demonstrates that this common view lacks context and comparative nuance, and is deeply misleading. Looking behind the scenes of modern Latin American history, he discerns its broad patterns through close analysis of actual events and comparative sociological perspectives that explain the apparent chaos of the past and point toward the more democratic polity now developing. Di Tella argues that although Latin America has peculiarities of its own, they must be understood in their contrasts - and similarities - with both the developed centers and undeveloped peripheries of the world. Latin American societies have been prone to mass rebellions from very early on, more so than in other regions of the world. He analyzes, as well, such significant exceptions to this pattern as Chile, Colombia, and, to a large extent, Brazil. Turning to the other side of the social spectrum, he shows how the underprivileged classes have tended to support strongman populist movements, which have the double character of being aggressive toward the established order, but at the same time repressive of public liberties and of more radical groups. Di Tella provides here a necessary examination of the concept of populism and divides it into several variants. Populism, he maintains, is by no means disappearing, but its variants are instead undergoing important changes with significant bearing on the region's near-term future. "History of Political Parties in Twentieth-Century Latin America" is rich in historical description, but also in its broad review of social structures and of the strengths and weaknesses of political institutions. Choice commented that "this heavily documented volume with an extensive bibliography would prove valuable to researchers and advanced students of Latin America.

This volume investigates a galaxy of diverse networks and intellectual actors who engaged in a broad political environment, from conservatism to the most radical right, between the World Wars. Indigenous Struggle at the Heart of Brazil examines the dynamic interplay between the Brazilian government and the Xavante Indians of central Brazil in the context of twentieth-century western frontier expansion and the state’s indigenous policy. Offering a window onto Brazilian developmental policy in Amazonia and the subsequent process of indigenous political mobilization, Seth Garfield bridges historical and anthropological approaches to reconsider state formation and ethnic identity in twentieth-century Brazil. Garfield explains how state officials, eager to promote capital accumulation, social harmony, and national security on the western front, sought to delimit indigenous reserves and assimilate native peoples. Yet he also shows that state efforts to celebrate Indians as primordial Brazilians and nationalist icons simultaneously served to underscore and redefine ethnic difference. Garfield explores how various other social actors—elites, missionaries, military officials, intellectuals, international critics, and the Indians themselves—strove to remold this multifaceted project. Paying particular attention to the Xavante’s methods of engaging state power after experience with exile, territorial loss, and violence in the “white” world, Garfield describes how they emerged under military rule not as the patriotic Brazilians heralded by state propagandists but as a highly politicized ethnic group clamoring for its constitutional land rights and social entitlements.
