Los graves conflictos sociales, políticos y judiciales, pasados y presentes, en torno a la gestión del agua en España, y los posibles futuros conflictos derivados de la aprobación y ejecución del Plan Hidrológico Nacional, junto con la progresiva transposición de la Directiva Marco del Agua europea, hacen ineludible un debate sereno, profundo y plural en los ámbitos técnico, político y social sobre todas las facetas concernientes a la gestión de nuestros recursos hídricos. El presente libro recoge varias decenas de informes, en su mayoría encargados por el Ministerio de Medio Ambiente a diferentes expertos españoles sobre el proyecto de ley del Plan Hidrológico Nacional del Gobierno, y otros informes específicos solicitados expresamente para esta publicación. En el ánimo de la Fundación Nueva Cultura del Agua y Bakeaz estaba editar la totalidad de los informes requeridos por el Ministerio. Sin embargo, el Ministerio ignoró reiteradamente las solicitudes formales de los responsables del II Congreso Ibérico sobre Planificación y Gestión de Aguas —impulsores de la Fundación Nueva Cultura del Agua— de celebrar un simposio sobre la base de los citados dictámenes y de publicarlos. El Ministerio denegó incluso la información requerida sobre la identidad de los expertos consultados.

All over the world countries struggle with water stress. Problems vary from water scarcity and a degrading water quality, to floods and a rising sea level due to climate change. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. Water management should be coordinated at the level of river basins as a whole. Interests of various user groups should be better represented. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

La presentación del Plan Hidrológico Nacional (PHN) ha generado un clima de efervescencia hidráulica: los temas del agua parecen haberse convertido en el acontecimiento social de los dos últimos años, generándose en la opinión pública el debate y, a la vez, un cierto grado de desconcierto y controversia, que se han manifestado en numerosas tensiones y sobre todo en una fuerte movilización social. En los albores del siglo XXI algo se está moviendo en la estructura de la planificación hidrológica en España, si bien es difícil saber en qué dirección. A estas alturas se han desgranado muchas reflexiones sobre el documento de Plan Hidrológico Nacional, aunque no parecen haber cambiado el rumbo de la política trasvasista de oferta que sustenta el contenido del texto del PHN. En el presente libro se reflexiona sobre las implicaciones que las estrategias planteadas en el PHN tendrán en el País Vasco y se apunta la necesidad de instaurar una nueva ética hidrológica en la que los ríos y otras masas de agua, además de percibirse como recurso, sean ensalzados por sus valores naturales y metafísicos.
