En esta investigación se aborda, desde el enfoque de ciencia, tecnología y sociedad -CTS-, la formación de jóvenes investigadores en las Instituciones de Educación Superior1 -IES- del departamento del Tolima, Colombia, con el propósito de analizar la forma en que actualmente se asume la inserción de jóvenes en las comunidades académicas (desde la educación formal para la ciencia en los programas de pregrado) y el significado social de hacer ciencia en una región con bajo desarrollo científico y tecnológico. Siendo un tema de alta aceptación y de baja discusión en la investigación actual sobre producción científica, se plantea la existencia de grandes vacíos tanto en el conocimiento pedagógico como en el significado social de hacer ciencia y de formar investigadores, especialmente jóvenes investigadores. Conceptualmente, se desarrollaron diferentes presupuestos y discusiones respecto a la ciencia como producción social y su papel en el desarrollo local y regional, y como un entramado de significados para la educación, ya que es en el sistema formal educativo donde principalmente se forman, o deben formarse, los investigadores. De ello se derivan aportes sobre el tratamiento epistemológico y sociológico de la investigación en la universidad y de las dificultades conceptuales y operativas para concretar el aporte de la formación en investigación en el desarrollo local y regional. En Colombia existe un avance cuantitativo importante en la investigación científica, especialmente a partir de los años 90. Sin embargo, aún es muy precario el análisis de los problemas del desarrollo de la ciencia, la investigación y la construcción de comunidades académicas que constituyen los elementos centrales de la discusión alrededor de la importancia social que tiene para el país el desarrollo del conocimiento. El sistema formal de educación, especialmente el de educación superior, aporta la mayor parte de la producción científica del país, tendencia generalizada en Latinoamérica. Son las IES las que asumen las responsabilidades en la formación, incorporación y reconocimiento de los miembros de las comunidades académicas. La investigación, como una de las funciones misionales de la universidad y uno de los propósitos de la educación profesional, es un tema de reciente formulación en Colombia y Latinoamérica, y tiene un desarrollo desigual tanto en el nivel institucional como en el regional, a pesar de la generalización de la idea de que la ciencia, la tecnología y la investigación constituyen los elementos claves y necesarios para el desarrollo social y material del país. La formación de jóvenes en investigación, en el ámbito de las IES, se constituye en un problema pedagógico por las dificultades académicas que ello conlleva, especialmente en razón de la baja capacidad de las propias IES en los temas de producción de conocimientos, de investigaciones y en la conformación y visibilidad de grupos de investigación e investigadores que incorporen jóvenes en formación. Además, porque las acciones para la formación, la organización institucional y el entrenamiento en investigación, no se reflejan en la contabilidad social de regiones como el Tolima y en la producción de ciencia, mirada a través de los indicadores que se consideran idóneos para medir el impacto individual, social y económico de las labores científicas. A través de la aplicación de un instrumento estructurado en las IES del departamento, en el estudio se realizó un análisis sobre la percepción del joven universitario en el tema de la formación científica en su respectiva IES y sobre la importancia de formar e incorporar hoy al joven como investigador en las comunidades académicas. Además, se desarrolló una lectura sobre los indicadores regionales de ciencia y tecnología, centrada en la situación formal de los grupos de investigación del Tolima reportados en el Sistema Nacional de Ciencia, Tecnología e Innovación de Colciencias -SNCTI-. Esta información permitió constatar las dificultades en la educación superior para la formación de jóvenes investigadores y la debilidad del vínculo entre investigación y desarrollo regional. Se mostró que existe un escaso conocimiento sobre la capacidad de investigación de las IES en la región, y que hay poco impacto de la acción educativa en la construcción de comunidades académicas que aporten al desarrollo social. Por otro lado, el centro de la discusión se enmarca en el joven universitario, su formación científica y su conexión con el desarrollo social. Los datos muestran que la cobertura de educación terciaria ha crecido en el país en la presente década y que se han incrementado los diferentes indicadores de producción científica y tecnológica, pero también evidencian que siguen pendientes temas imperativos para el desarrollo social, como lo son la calidad de la educación, la producción científica y la formación de recursos humanos en ciencia y tecnología. La conformación y formalización de los grupos de investigación, como estrategia para dar mayor visibilidad a la actividad científica en las IES del Tolima, y la forma en que se realiza la formación y vinculación de jóvenes investigadores, mostraron la debilidad y escasa dinámica de los propios grupos para garantizar la formación de los nuevos científicos que requiere la región, dado que no han desarrollado internamente sus plataformas investigativas. Esto puede atribuirse a algunas condiciones institucionales, tales como: el número y formación de investigadores, la conformación de semilleros, la realización de proyectos, la aplicación de recursos y la declaración de productos asociados. Finalmente, el estudio concluye que existen fallas recurrentes en la transmisión de la ciencia a los estudiantes y en la formación y comunicación de la actividad científica. Tales fallas disminuyen ostensiblemente la propia predisposición y la participación del joven en el aporte a la investigación en las universidades durante el ciclo de formación profesional, situación que demuestra cómo se da un desperdicio regional de una juventud capaz de aportar al desarrollo, al no encontrar ésta ambientes favorables en las IES para su ingreso a comunidades académicas. Además, el estudio indica que las IES no animan a los jóvenes en sus procesos de formación científica, a pesar del discurso universitario extendido según el cual la formación investigativa es un territorio fértil para la renovación de las prácticas pedagógicas, y a pesar del favorecimiento institucional de los grupos e individuos emprendedores y de la apuesta por el desarrollo de la investigación en el nivel de pregrado y para el desarrollo regional.

When Americans and Latin Americans talk about democracy, are they imagining the same thing? For years, researchers have suspected that fundamental differences exist between how North Americans view and appraise the concept of democracy and how Latin Americans view the same term. These differences directly affect the evolution of democratization and political liberalization in the countries of the region, and understanding them has tremendous consequences for U.S.-Latin American relations. But until now there has been no hard data to make "the definition of democracy" visible, and thus able to be interpreted. This book, the culmination of a monumental survey project, is the first attempt to do so.Camp headed a research team that in 1998 surveyed 1,200 citizens in three countries—three distinct cases of democratic transition. Costa Rica is alleged to be the most democratic in Latin America; Mexico is a country in transition toward democracy; Chile is returning to democracy after decades of severe repression. The survey was carefully designed to show how the average citizen in each of these nations understands democracy.In Citizen Views of Democracy in Latin America, ten leading scholars of the region analyze and interpret the results. Written with scholar and undergraduate in mind, the essays explore the countries individually, showing how the meaning of democracy varies among them. A key theme emerges: there is no uniform "Latin American" understanding of democracy, though the nations share important patterns.
