The dramatic struggle over the outcome of the 2000 presidential election presented judges with an extraordinary political challenge, as well as a historic political temptation. In The Votes That Counted Howard Gillman offers a comprehensive yet critical assessment of how well courts coped with the competing expectations for impartial justice and favorable partisan results. Lively and authoritative, the book documents how the participants, the press, the academic community, and the public responded during these tension-filled thirty-six days. Gillman also provides a serious yet accessible overview of the legal strategies and debates-from briefs and oral arguments to final decisions. However, in explaining the behavior of courts, he moves beyond an analysis of law to also take into account the influences of partisanship, judicial ideology, and broader political and historical contexts. Appropriately, Gillman pays special attention to the judges whose behavior generated the most controversy—the battling justices of the Florida and United States Supreme Courts. Allegations that widespread voter fraud is threatening to the integrity of American elections and American democracy itself have intensified since the disputed 2000 presidential election. The claim that elections are being stolen by illegal immigrants and unscrupulous voter registration activists and vote buyers has been used to persuade the public that voter malfeasance is of greater concern than structural inequities in the ways votes are gathered and tallied, justifying ever tighter restrictions on access to the polls. Yet, that claim is a myth. In The Myth of Voter Fraud, Lorraine C. Minnite presents the results of her meticulous search for evidence of voter fraud. She concludes that while voting irregularities produced by the fragmented and complex nature of the electoral process in the United States are common, incidents of deliberate voter fraud are actually quite rare. What does the 2000 U.S. presidential election have in common with selecting a textbook for a calculus course in your department? Was Ralph Nader's influence on the election of George W. Bush greater than the now-famous chads? In Chaotic Elections!, Don Saari analyzes these questions, placing them in the larger context of voting systems in general. His analysis shows that the fundamental problems with the 2000 presidential election are not with the courts, recounts, or defective ballots, but are caused by the very way Americans vote for president. This expository book shows how mathematics can help to identify and characterize a disturbingly large number of paradoxical situations that result from the choice of a voting procedure. Moreover, rather than being able to dismiss them as anomalies, the likelihood of a dubious election result is surprisingly large. These consequences indicate that election outcomes--whether for president, the site of the next Olympics, the chair of a university department, or a prize winner--can differ from what the voters really wanted. They show that by using an inadequate voting procedure, we can, inadvertently, choose badly. To add to the difficulties, it turns out that the mathematical structures of voting admit several strategic opportunities, which are described. Finally, mathematics also helps identify positive results: By using mathematical symmetries, we can identify what the phrase ``what the voters really want'' might mean and obtain a unique voting method that satisfies these conditions. Saari's book should be required reading for anyone who wants to understand not only what happened in the presidential election of 2000, but also how we can avoid similar problems from appearing anytime any group is making a choice using a voting procedure. Reading this book requires little more than high school mathematics and an interest in how the apparently simple situation of voting can lead to surprising paradoxes.

What makes people decide to vote? In addressing this simple question, Andre Blais examines the factors that increase or decrease turnout at the aggregate, cross-national level and considers what affects people's decision to vote or to abstain. In doing so, Blais assesses the merits and limitations of the rational choice model in explaining voter behavior. The past few decades have witnessed a rise in the popularity of the rational choice model in accounting for voter turnout, and more recently a groundswell of outspoken opposition to rational choice theory. Blais tackles this controversial subject in an engaging and personal way, bringing together the opposing theories and literatures, and offering convincing tests of these different viewpoints. Most important, he handles the discussion in a clear and balanced manner.
