This is the Site Operator Program quarterly report for USDOE electric and hybrid vehicle research. Its mission now includes the three major activity categories of advancement of electric vehicle (EV) technologies, development of infrastructure elements needed to support significant EV use and increasing public awareness and acceptance of EVs. The 11 Site Operator Program participants, their geographic locations, and the principal thrusts of their efforts are identified. The EV inventories of the site operators totals about 250 vehicles. The individual fleets are summarized.

The annual report contains a listing of the contracts and agreements that have been concluded and the publications and reports published during FY 78 are also identified Some ongoing program activities have been less visible. For example, during FY 78, considerable work was performed in preparing for implementation of the Loan Guaranty Incentive Program. Although this incentive is mandated by the EHV act, initiation of the program was delayed by special provisions in the FY 78 Appropriation Act. The annual report summarizes accomplishments with regard to promulgation of regulations, ordering of priorities, establishment of the EHV Development Fund, and conduct of orientation workshops in five regions of the country.

Most of us recall the tale of the race between the tortoise and the hare. The tortoise, as the story goes, has limitations in speed and maneuverability but crosses the finish line ahead ofthe overconfident hare, who wastes much energy in showy activities. The moral of the story is that sheer determination can overcome obstacles. On the basis of sheer determination, the EHV Program has now passed a number of milestones in a planned marathon effort to establish a position in the automotive market. While it is unlikely that electric vehicles can win in any short race with gasoline -powered automobiles, they have demonstrated the potential for either placing or showing in longer -term competition with ICEs for petroleum savings. In this issue of the EHV Quarterly, DOE's Dr. Maxine Savitz tells of a "new horizon" for EHVs. She points out the exhibits at the third EHV Contractors Meeting as evidence of the tangible developments in new technology. The Electric Test Vehicle -One (ETV -I) was demonstrated as a prototype of electric vehicles to come. Product improved electric vehicles on display serve as examples of EVs that can serve today's needs for commuter, delivery, and service operations.
