Environmental costs of electric power generation are receiving increasing attention as an important input to planning and decision processes. Since the outstart of the discussion on the monetized environmental costs of electricity in 1988 a number of studies have been conducted on the subject, producing partially contradictory results. Simultaneously political action has resulted from the first stage on this discussion process. In Germany the higher rates which have to be payed to autoproducers based on renewable energy sources have been explicitly justified by the existence of external environmental costs of conventional electricity generation. At the same time some state regulatory commissions in the United States have introduced adders for environmental costs in the utility planning process. This report documents the methodology, data, & results of an independent cost-benefit analysis of the financial costs and health & environmental damages associated with four electricity generation scenarios that cover a range of alternatives for replacing the electricity produced by Ontario's coal-fired generation facilities. The scenarios were: base case (continue operating the coal-fired facilities within the current regulatory regime); produce all the replacement electricity through gas-fired generation facilities constructed for this purpose alone; produce all replacement electricity through a combination of refurbished nuclear & new gas generation; and continue operating the coal-fired facilities but with new emission control technology. The steps of the analysis included estimation of the capital, operating, maintenance, & fuel costs of each scenario; air quality modelling using projected emission profiles for each scenario; estimation of health & environmental impacts and their corresponding monetary value; and summing the financial costs & monetary health & environmental damages to arrive at the total cost of generation for each scenario. The net benefit for each scenario relative to the base case was calculated by taking the difference in the total cost of generation.
