"The objectives of this study are to understand how electronic records are managed in international courts--in particular, at the International Criminal Court (ICC), whichis the first international e-Court -- and to identify various factors that support an electronic records management programme that ensures the authenticity, reliability, integrity and usability of records. This study was designed to adopt the mixed research methods applying a case study strategy. Data was collected using three methods: (1) a web-based survey with information professionals at the ICC; (2) semi-structured in-depth interviews with selected information professionals based on their roles and responsibilities in the electronic records management processes at the ICC; and (3) supporting documentation. The results of the study indicated that electronic records management is critical within the ICC, and the staff at the ICC is well aware of the importance of electronic records management. Records management policies have been developed and implemented at the organizational level as well as in the section/unit level because of the policy oriented organizational character at the ICC. Staff members have managed electronic records and metadata in the records' lifecycles by applying the related policies and using the electronic records management systems appropriately. A collaborative business process is required across organs and sections to ensure the authenticity, reliability and integrity of records. Throughout a functional requirements analysis for electronic records management systems, the security of records is defined as the critical function in the systems due to the sensitivity of legal records. In addition, the results show that electronic records management should adapt to an organizational context to be more effective and practical. This study develops the components of an electronic records management programme in international organizations and explains the definitions and relationship of each component. The four components include: (1) policy/regulation; (2) practice/procedure; (3) system/technology; and (4) organizational context. A model for a records management programme based on the four components can be adapted to any international organization as well as to different types of legal organizations when they initiate or review their electronic records management programme within an organization. Furthermore, this study suggests a list of system requirements for international courts that can be used for reviewing existing systems or selecting a new system." --
