Il primo volume dei Manuali del Corpo Nazionale dei Vigili del Fuoco dedicati alla polizia giudiziaria è denominato Elementi di diritto penale, con riferimento ai reati di competenza del CNVVF. Dopo una prima parte tesa a fornire succinte ma indispensabili basi di diritto penale e relativi principi fondamentali, segue una sezione dedicata alla struttura del reato, che approfondisce, oltre all’elemento oggettivo e soggettivo, anche i reati di specifica competenza del C.N.VV.F. È a queste violazioni penali che viene infatti dedicata la gran parte del manuale: per ogni reato, una scheda consente di conoscere: cosa sia stabilito dal Codice penale nonché dalle eventuali leggi speciali, di approfondirne gli elementi e gli aspetti procedurali, di esplicitare la competenza sul tema di altri Organi di P.G. (ad es. le specialità di polizia) e gli elementi da evidenziare nei rapporti di intervento a cura dell’ufficiale di p.g. del CNVVF. Per i reati più tipici sono inseriti anche dei brevi orientamenti giurisprudenziali.

In discussing the management of prison gangs and disruptive groups, the manual advises that the strategy should be to respond to the specific nature of the problem. Where gang activity is rare and a gang culture is not in place, the transfer of gang members out of State may be an effective preventive mechanism. Where gang membership is large, but is only a small proportion of the inmate population, effective control may be achieved by housing known gang members in separate facilities. Where gangs are already entrenched in the institutional culture, prisons must find strategies, such as gang intelligence programs and prosecutorial units, to lessen the impact of gang activities on the nongang inmate population and to reduce gang influence. In examining institutional disturbances, the manual addresses the causes of disturbances, stages in the development of a major disturbance, early warning systems, the management of institutional disturbances, specialized resources for institutional control, and a return to normalcy.
