Excerpt from Elements of Statistics This book was first published in 1901, and was then based on lectures delivered at the School of Economics in the'five years following its foundation in 1895. Two further editions have been issued in which the text was revised without any important alteration, and an Appendix added dealing with the second approximation to the normal curve of error, and sub sequently some pages of addenda were circulated. In the present edition Part I remains substantially as it was in 1901, except that Section III of Chapter III has been replaced by a new illustration, the chapter on Averages has been rearranged, a chapter on the measurement of dispersion takes the place of the former Chapter V, in Chapter IX the treatment of retail index-numbers has been reconsidered, and the second section of Chapter X has been recast. At the same time those parts of the text which were out of date have been replaced by more modern material and the whole has been revised, but with as little alteration of the original as possible, since a revised version may by too much attention to detail destroy the balance of the original. On the other hand, Part II has been completely rewritten and considerably extended, both by the more detailed and extended treatment of theory and by the addition of a number of examples which illustrate the arithmetical use of the formulae and Show the scope of the application of the theory. For the convenience of those who possess the earlier edition, to whom the revised Part I contains little that is new, Part II is issued separately while for those whose mathematical know ledge is too slight to allow them to follow the treatment in Part II in its new form Part I is also issued separately. But the two Parts together are essentially one book with a common index and with cross references from one to another. Excerpt from Some Elements of Vital Statistics The infantile mortality is usually determined by ascertaining the pro portion of deaths of children under one year to every thousand births during the same year, but in the absence of accurate birth statistics, it is better to calculate the deaths in proportion to the living population under one, or in the form of a percentage of the deaths from all causes. The wide variation in the infantile death rate is emphasized in the compara tive statistics of certain foreign countries and, for illustration, for the five years ending with 1905 the rate was 215 for Austria and-212 _for Hungary, against 138 for England and Wales, 114 for Ontario, and only 75 for New Zealand. Excerpt from Fundamentals of Educational Measurement With the Elements of Statistical Method This book is an attempt to bridge, in part, a gap between theory and practice in educational tests and measurements. The leaders in the movement for a quantitative study of educational problems have advanced so far into the theory and more complex practical phases of the work that a very large percentage of the teachers and students have considerable difficulty in following them. Most of the books on the subject have either been more or less technical, pre-supposing considerable training on the part of the readers in the field, or they have been largely manuals of directions for giving the tests and scoring the papers, with little reference to the theory and to the problems which have confronted those attempting to measure educational processes and products. This book deals with the processes and problems in a somewhat evolutionary way so that the teachers and students may see the order in which the problems have arisen and the attempted solutions of them. A mere manual of directions for giving tests and scoring the papers will not develop a professional spirit among teachers in this field. They must understand the fundamental principles, or the work becomes purely mechanical and non-professional.
