The dreams has come in the final stage, when I was a little boy in the years of struggling many soldiers, many juniors, senior military offices and politicians approached me to write a book. When we gone, you will write a book, for cost of our lives, our memories and celebrations of lives because we have brought independence of south Sudan through our dear blood. They just told me, you are young boy; you have suffered with us as child soldier you will make it to a better school, you will become professional man and next leader in south Sudan. And many authors didnt articulated how John Garang mistreated some clans, tribe in SPLA/SPLM than he gone far to retained some politicians for longer time and executed military officers. It was voluntary job, you cant exploit soldiers that doing voluntary job, and it is unacceptable in modern era. The John Garang was not elected through democracy channel; he came through coup attempts and starting lock up his bosses. He John Garang appointed himself as chief prosecutor, he executed many army officers for many years. The 15/12 war in south Sudan last years, I just recalled what we discussed with elders than I have starting writing this book. However, John Garang, s wife she a masterminded of all human atrocities in both 1980s and 2013 of fuelling up the war that took lives of innocent civilians in south Sudan.

This book offers an in-depth examination into genocide law by focusing on one of the lesser examined, yet practically significant, issues: the ‘substantiality requirement’. This refers to the requirement in international law that intended destruction should be directed towards a ‘substantial’ part of a protected group in order for an atrocity to qualify as genocide. This comprehensive and detailed study draws connections between different judicial approaches to ‘substantiality’ and the varying theoretical presumptions about the constitutive concepts of the crime. This prima facia doctrinal problem is used as a springboard to scrutinise the broader theoretical problems underlying the legal conceptualisation of genocide. The book systematically explores how the individualistic and collectivistic conceptions of the crime have been able to co-exist in case law and how the different approaches to assessing substantiality have played a backdoor role between these two conceptions. The work demonstrates that these two philosophical standpoints are far from effectively representing the reality of the protected groups and fully explaining the harm inherent to group destruction. The book revisits the recent philosophical and sociological studies on the crime and, considering ideas from the emerging ‘relational approaches to genocide’, offers a third way to understand the existing legal representation of the crime and, consequently, the idea of ‘substantiality’. When Somali gunmen killed 18 American Rangers in Mogadishu on October 3, 1993, public and congressional support for the American and UN missions in Somalia dropped dramatically. In fact, U.S. policymakers began to rethink commitments to peacemaking in Africa in general. Nevertheless, many African and U.S. specialists on African affairs--including the contributors to this volume--strongly urge the United States to continue active engagement with Africa and creatively support African initiatives to manage and resolve their own conflicts. This book brings together nine specialists from Africa and the United States--including former diplomats, academics, policymakers, and policy analysts--to assess ways to enhance the U.S. contribution to African efforts to prevent, manage, and resolve violent conflicts. The contributors conclude that U.S. initiatives can take a variety of forms and need not involve American troops. There is a new African willingness to assume responsibility, but African instutional and fanancial capabilities are severely limited. African initiatives therefore have little chance of success without significant and sustained international, and particularly American involvement.
