Seit Beginn der 90er Jahre weist die Europaforschung neue Schwerpunktsetzungen auf. Die aktuellere Forschung beschäftigt sich weniger mit den Ursachen, sondern vielmehr mit den Folgen der Europäischen Integration. Im Zentrum der Betrachtung stehen zunehmend die vielfältigen Europäisierungserscheinungen. Gemeint sind damit die Auswirkungen des europäischen Integrationsprozesses auf die Strukturen und Prozesse innerhalb der Mitgliedstaaten. Die Rolle von Regionen im europäischen Mehrebenensystem und deren Europäisierung wurde inzwischen in der Fachliteratur umfassend erörtert, die kommunale Ebene blieb jedoch bisher vergleichsweise wenig berücksichtigt. Claudia Münch analysiert die Anpassungsleistungen der Kommunen an die Herausforderungen des europäischen Einigungsprozesses. Zunächst werden die Verknüpfungspunkte der lokalen Ebene mit der Europäischen Union und die verschiedenen Formen der Betroffenheit identifiziert. Sie legt ihren Fokus auf die Anpassungsprozesse innerhalb der kommunalen Verwaltungen und auf die erweiterte Interessenvermittlung der Kommunen. Gezeigt wird, auf welche Weise die kommunale Ebene durch die Verbesserung ihrer Europakompetenz neues Handlungspotential erschließt.

The major Commentary on the Treaty on European Union (TEU) is a European project that aims to contribute to the development of ever closer conceptual and dogmatic standpoints with regard to the creation of a “Europeanised research on Union law”. There are a number of reasons for considering the cross-border dimension of Bavarias spatial development at the present time. First, there is a new awareness of cross-border development issues on the level of the federal state of Bavaria. This is particularly related to the border between Bavaria and the Czech Republic, which is so historically and politically complex that it has long been difficult to address on the Prague-Munich diplomatic level. Tangible developments have recently been seen here on the middle level. At the same time the start of the macro-regional strategy EUSALP has led to increased discussion of spatial development instruments in the Alpine region. Second, the significance of borders was placed on the political agenda with unexpected force by the flows of refugees that largely began in 2015. After many years of widespread talk of a borderlessEurope, debates about refugee policies and border controls have made clear that the internal European borders still have considerable political significance. In Bavaria this mainly affects its border region with Austria. Third, a new impetus in cross-border cooperation on the European level can be identified: in recent years the focus was on activities in the immediate border area based on INTERREG-A and Euroregions. These remain important, but there is also a new impetus on the higher level, where macro-regions and numerous bilateral and multilateral forms of cooperation are creating new constellations. In Bavaria this can be seen particularly in the relatively new European Region of Danube-Vltava and through involvement in the Danube and Alpine macro-regions.

200 Jahre nach dem Erlass des Edikts, betreffend die bürgerlichen Verhältnisse der Juden in dem preußischen Staate beleuchten dreizehn Beiträge unter Verwendung bisher nicht ausgewerteter Quellen dieses Emanzipationsmodell. Ausgehend von ihrer Situation zur Zeit Friedrichs II. wird der Frage nachgegangen, welche Möglichkeiten das Edikt für die Lage der Juden mit sich brachte und welche Grenzen es nach wie vor gab. Auch wird der Blick auf andere Territorien gelenkt, in denen ebenfalls über Emanzipation diskutiert worden ist.
