The misuse of technical achievements of science created many disasters in the past. The potential misuse of recent discoveries and innovations of molecular biology can create more important epidemiological and biological accidents or mass tragedies than an influenza pandemic, the HIV / AIDS epidemic or SARS. Both NATO and the civilian spheres have to be prepared for rapid recognition, identification, prevention and treatment of such potential risks. This volume summarizes projects aiming to detect risks of biological toxins, superantigens and the modeling of their effects. Potential risks, detection and prevention of chronic and zoonotic infections are summarized in addition to interaction of human pathogens affecting biological risks. Specific applications of recent diagnostic procedures for rapid detection and identification of hazardous or unusual etiologic agents are summarized including new, high through-put diagnostic methods. Epidemiological and clinical aspects of disasters and recently developed philosophy for global prevention will be presented. Experimental vaccines and therapeutics including a new smallpox vaccine are included.

In the wake of September 11th and recent anthrax events, our nation's bioterrorism response capability has become an imminent priority for policymakers, researchers, public health officials, academia, and the private sector. In a three-day workshop, convened by the Institute of Medicine's Forum on Emerging Infections, experts from each of these communities came together to identify, clarify, and prioritize the next steps that need to be taken in order to prepare and strengthen bioterrorism response capabilities. From the discussions, it became clear that of utmost urgency is the need to cast the issue of a response in an appropriate framework in order to attract the attention of Congress and the public in order to garner sufficient and sustainable support for such initiatives. No matter how the issue is cast, numerous workshop participants agreed that there are many gaps in the public health infrastructure and countermeasure capabilities that must be prioritized and addressed in order to assure a rapid and effective response to another bioterrorist attack.

Skilled scientists are not immune to the appeal of terrorist groups, indeed recent studies indicate that engineers and medical doctors are over-represented within terrorist organizations. Also of particular concern with regard to the potential radicalization of scientists is the issue of the ‘lone wolf’; an individual who prepares and commits violence alone, outside of any command structure and without material assistance from any group. This book presents papers from the NATO Advanced Research Workshop (ARW) entitled ‘The Risk of Skilled Scientist Radicalization and Emerging Biological Warfare Threats’, held in Como, Italy, from 29 November to 2 December 2016. The aim of this ARW was to assess the risks surrounding the ability of radical terrorist groups to recruit highly skilled scientists.
