Um den Zugang zur gesamten Thematik zu erleichtern, werden eingangs die fr die Untersuchung relevanten naturwissenschaftlichen Hintergrundinformationen zum Treibhauseffekt gegeben. Zum Anderen soll mit diesem Buch ein šberblick ber die praktische Ausgestaltung des Emissionshandels, am Beispiel des EU-Emissionshandelssystems, und ein šberblick ber den CO2-Markt gegeben werden. Um den Bezug zum europ„ischen Handelssystem und zum CO2-Markt herzustellen, werden vorab die maágeblichen internationalen Klimaabkommen, ihre Beschlsse und Instrumente zum Klimaschutz vorgestellt. Darauf aufbauend erfolgt eine Darstellung der wichtigsten internationalen Emissionshandelssysteme. In diesem Zuge wird dann das EU-Emissionshandelssystem analysiert. Hierbei wird intensiv auf die technischen und regulatorischen Gegebenheiten des Handelsprozesses als Kern des Emissionshandels eingegangen. Zus„tzlich werden in einem Exkurs, die durch den Emissionshandel neu entstandenen Kapitalanlagem”glichkeiten erl„utert. Dabei werden unter anderem Informationen, von auf den CO2-Markt spezialisierten Investmentfondsgesellschaften herangezogen. Economic analysis of law is an interesting and challenging attempt to employ the concepts and reasoning methods of modern economic theory so as to gain a deeper understanding of legal problems. According to Richard A. Posner it is the role of the law to encourage market competition and, where the market fails because transaction costs are too high, to simulate the result of competitive markets. This would maximize economic efficiency and social wealth. In this work, the lawyer and economist Klaus Mathis critically appraises Posner’s normative justification of the efficiency paradigm from the perspective of the philosophy of law. Posner acknowledges the influences of Adam Smith and Jeremy Bentham, whom he views as the founders of normative economics. He subscribes to Smith’s faith in the market as an ideal allocation model, and to Bentham’s ethical consequentialism. Finally, aligning himself with John Rawls’s contract theory, he seeks to legitimize his concept of wealth maximization with a consensus theory approach. In his interdisciplinary study, the author points out the possibilities as well as the limits of economic analysis of law. It provides a method of analysing the law which, while very helpful, is also rather specific. The efficiency arguments therefore need to be incorporated into a process for resolving value conflicts. In a democracy this must take place within the political decision-making process. In this clearly written work, Klaus Mathis succeeds in making even non-economists more aware of the economic aspects of the law.

The developing world has made progress in reducing hunger since 2000. The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. Due to insufficient data, 2015 GHI scores could not be calculated for places that recently suffered from high levels of hunger, including Burundi, Comoros, Democratic Republic of the Congo, Eritrea, Somalia, South Sudan, and Sudan. 2015 Global Hunger Index Interactive App: http://ghi.ifpri.org
