This paper is the first comprehensive empirical study of earnings, income, and consumption inequality in urban China from 1986 to 2009, using unique micro-level data from the Urban Household Survey (UHS). The paper documents a drastic increase in economic inequality for the sample period. The paper finds that consumption inequality closely tracks income inequality, both over time and over the life cycle. The paper believes that the main driver of this co-movement could be a dramatic increase in noninsurable idiosyncratic permanent income shocks after the early 1990s, associated with the economic transition in urban China.

China has achieved remarkable economic success in the past three decades and has become the second-largest economy in the world after the United States. However, accompanying this rapid economic growth is an increasing income inequality. In recent years, China's income disparity has reached an alarming level, making it one of the countries with the most unequal income distribution in the world. The widening income gap is the root cause of many issues in contemporary China. How should China step up distribution system reform? How should China deepen the reforms to its fiscal and tax systems? Should the government increase wages to achieve the income multiplication plan? What is the fundamental measure to tackle income disparity issues in China? With in-depth analysis and empirical studies on these questions, this book provides comprehensive perspectives on China's income disparity issues that most international scholars are concerned about.

This study investigates the redistributive effect of social security reform in urban China using the nationally representative urban household surveys of 1995 and 2002. The main findings are as follows. First, public pension is the main income for the elderly in urban China. The majority of people aged 60 and over (72% in 1995 and 82% in 2002) receive a pension. Second, the social security system in urban China has increased the income of low-income and older age groups and reduced the relative poverty rate. However, the redistributive effect did not offset the expanding income inequality, which resulted in the Gini coefficient of redistributed income in 2002 being higher than that in 1995. Third, during 1995 and 2002, both low-income and high-income groups received a positive net benefit from the social security system, but the net benefit increased with income. The Chinese social security system lacks progressivity in contribution, and does not favor the poor in terms of benefits. Fourth, assuming that the reformed policy was applied to public sector employees, the long-term redistributive effect of the pension system for the working population, calculated using their lifetime income, is larger.

Although the Chinese economy is growing at a very high rate, there are massive social dislocations arising as a result of economic restructuring. Though the scale of the problem is huge, very few studies have examined the changes in income inequality in the late 1990s due to a lack of data on household incomes. Based on extensive original research, this book redresses this imbalance, examining the issue of unemployment and the problems it has brought for the people of China. Investigating the market outcomes in post-reform urban China, the book focuses on the relationships between unemployment, inequality, and poverty. In addition, the authors provide an analysis on the emerging urban labour market and its stratified structure, job mobility, profit sharing, and the role of social capital. Empirical analysis is supported by rich data from nationally representative urban household and rural migrant surveys, providing the latest picture of the widening inequality in Chinese urban society.

The book is an essential reference for students and scholars interested in social and economic reform in Chinese society. This book constructs a Chinese Social Equality Index–the Mongoose Social Equality Index–with the wealth gap index as its core, and the legal equality index, the socio-cultural equality index, and the financial equality index as its supplement. The book focuses on the influence of the wealth gap on economic and social issues. Empirical research shows that there are three turning points in the influence of the wealth gap index on economic growth: discrepancy turning point, golden turning point and destructive turning point. Based on the latest data, the current expected wealth gap index in China has surpassed the destructive point. This means that wealth brought about by economic growth will largely go to the rich, which aggravates inequality and even brings forth a potential economic recession. Meanwhile, the index also indicates that, as the Chinese economy develops, social equality has been on a noticeable decline. This book will be of interest to economists, China watchers, and political scientists
