This book comprises the proceedings of the TEQIP III Sponsored 2nd International Conference on “Gender Equity: Challenges and Opportunities” (2nd ICOGECAO 2020 -Virtual Mode), held at Sardar Vallabhbhai National Institute of Technology, Surat, Gujarat, India, from 25 to 27 November 2020. ICOGECAO provided a platform for researchers from multiple countries to present their views about the challenges associated with gender equity. Gender equity is one of the seventeen Sustainable Development Goals (SDG 5) set up by the United Nations in 2015, to promote and empower all genders equally. The proceedings strongly support the ideas of gender neutrality and blow out the mind-set of limiting gender studies to only women rights. They offer a collection of articles that break the stereotypes and myths often wrongly associated with gender. The ideas in the presented papers highlight gender-based discriminations, ask important questions and share facts that encompass beyond the so-called boundary lines. The authors contributed on various topics including but not limited to violence, crime, discrimination, and abuse against women and LGBTQ+ community. The basic motive of the presented book is to incorporate ideas and contribute to the sensitization and education about the important yet often neglected issues of gender equality. Thus, this book proves to be an essential resource for educators and researchers working in the field of gender studies. The work presents challenges caused due to COVID-19, social media, popular culture and work–life balance and explores empowerment through law, skills, technology and media. Some interesting case studies highlighted gender discrimination in science, sports and law. A variety of papers on literary texts were examined from a gender lens. The proceeding is divided into five subsections: 1. law, 2. literature, 3. management, 4. sociology and 5. social studies. Internationally, there is growing awareness that the target of Education for All by 2015 will not be met unless more strident efforts are made to improve access for marginalized, hard-to-reach children (most often girls). For almost four decades gender equality in education has been one of the key global concerns and as a result various organizations at national and international levels along with governments have initiated programs focusing on achieving gender equality, women’s empowerment and improving girls’ access to education. By focusing on access alone (i.e. gender parity) we may not understand how education can be used to achieve empowerment and influence cultural practices that are gender insensitive. In this volume we attempt to call into question the content of gender equality as simple parity and in doing so we reflect upon the following questions: • Do the global (macro) discourses on gender equality in education lead to a focus on numbers only or to more profound sustainable changes at the national (meso) level and the school (micro) level? • To what extent have national policies been adjusted to reflect the global discourses on gender equality? • Are schools/classrooms (micro) expected to adjust to these global discourses and if so in what ways has this happened? • What are the challenges of providing access to good quality education for girls in both countries? • Is there a dichotomy between the schools/classrooms on the one hand and the community on the other in terms of gender equality/equity? • To what extent is gender equality/equity imposed upon schools and communities and does it take into account the cultural practices in traditional communities? Key words: Gender equality, education, Global vs. local concerns 3 selling points: • The volume highlights that although research has shown how global educational policies homogenize national educational policies and are therefore playing what can be termed a neo-colonial role in identifying pivotal themes and topics in education across the world such as gender equality, literacy and quality education in local contexts, they are often steeped in a Western logic which is not always culturally relevant or conducive. Making global recommendations for education across cultures and places is thus not always unproblematic. • The volume highlights that a push for girls’ schooling must navigate wisely in sensitive terrain where complex contextual aspects must be understood and taken into account. Girls’ attendance and retention in school are important first steps in the struggle for epistemic access, but must be followed by serious deliberations about what kind of school and what kind of knowledge in the schools is appropriate, and about equality and equity. • The volume attempts to understand how the global gender goals in education affect both local policies and local practice and in doing so it attempts to question the simple focus on access only.

Human rights indicators are central to the application of human rights standards in context and relate essentially to measuring human rights realization, both qualitatively and quantitatively. They offer an empirical or evidence-based dimension to the normative content of human rights legal obligations and a provide means of connecting those obligations with empirical data and evidence, and in this way relate to human rights accountability and the enforcement of human rights obligations. Human rights indicators are important both for assessment and diagnostic purposes: the assessment function of human rights indicators relates to their use in monitoring accountability, effectiveness and impact, while the diagnostic purposes relates to measuring the current state of human rights implementation and enjoyment in a given context, whether regional, country-specific or local. This paper offers a preliminary review of the foregoing in the development context, and a general perspective on the significance of human rights indicators for development processes and outcomes. It is not intended to be prescriptive and does not provide specific operational recommendations on the use of human rights indicators in development projects. Nor does it advocate a particular approach or mode of integrating human rights in development, or argue for a rights-based approach to development. This paper is designed to provide development practitioners with a preliminary view on the possible relevance, design and use of human rights indicators in development policy and practice. It also introduces a basic conceptual framework about the relationship between rights and development, including in the World Bank context and surveys a range of methodological approaches on human rights measurement, exploring in general terms different types of human rights indicators and their potential implications for development at three different levels of convergence or integration.

The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women’s presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women’s political inclusion and gender-inclusive policy outcomes. The comparative approach across Uganda, Rwanda, South Africa, Ghana, India, and Bangladesh demonstrates how advancing gender equality varies by political context and according to the interests surrounding a particular issue.
