A lo largo de casi catorce años se produjo una profunda transformación de Bolivia, en términos materiales y simbólicos, que afectó no sólo a su institucionalidad más firme, incluida la redacción de una nueva Constitución que establecía un Estado Plurinacional, sino también a sus prácticas políticas, a sus narrativas estructurantes, a la articulación y visibilización de sujetos colectivos, o a las memorias y formas societales, que se actualizaban a través de la construcción de un nuevo horizonte comunitario. Un acercamiento a este proceso es, en sí mismo, complejo y fascinante. En primer lugar, porque supuso una transformación revolucionaria de uno de los países más empobrecidos de América Latina, marcado por su condición estructural de periferia, insertada en la economía-mundo a través del oro y la plata de Potosí; pero también porque está definido por sus mayorías populares, indias, sistemáticamente excluidas de la participación y el reconocimiento político. El proceso de cambio se significa como una reconstrucción de la soberanía desde la reconfiguración de protagonismos sociales y liderazgos políticos que posibilitan un contexto desde el que revertir la Historia y las historias del país. Pero, precisamente por eso, proponer un análisis con una cierta perspectiva de los sentidos de las tensiones que constantemente lo atraviesan y definen, constituye un reto; un desafío necesario para comprender las posibilidades para las transformacionespolíticas en la región y en el mundo contemporáneo. Como señala la autora, el libro «pretende ser una herramienta, un medio, una excusa para la deliberación y la reflexión, desde y en estos lugares». Fruto de una investigación realizada con rigor académico, propone una lectura del proceso de cambio en Bolivia desde afuera, que permite entender cómo los movimientos sociales llevaron a la presidencia del país al primer indígena en su historia.
