For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

This book identifies second stage challenges and opportunities for expanding renewable energy into a mainstay of electricity generation that can replace fossil fuels and nuclear power, comparing Japan with several countries in East Asia and Northern Europe. Environmentally sustainable renewable energy technologies have now overtaken fossil fuel and nuclear technologies in terms of total global investment, and the costs of these technologies and related ones (e.g. storage batteries) are rapidly falling. Yet renewable energy use varies greatly from country to country. Major second stage obstacles to replacing fossil and nuclear-fueled electricity generation include the lack of electricity grid capacity and storage assets. Opportunities and solutions include expanding grids regionally and internationally, building flexible smart grids that offer better demand management, and policies that promote the expansion of storage assets, especially grid batteries and hydrogen. In addition, two key factors – electricity market restructuring through unbundling transmission from electricity generating companies; and electricity market liberalization, especially for retail customers – allow consumers to choose power companies based not only on price, but also on method of generation, especially fossil or nuclear generation versus renewable energy.

Since 2008, the Global Center of Excellence (COE) at Kyoto University, Japan, has been engaged in a program called “Energy Science in the Age of Global Warming—Toward a CO2 Zero-Emission Energy System.” Its aim is to establish an international education and research platform to foster educators, researchers, and policy makers who can develop technologies and propose policies for establishing a CO2 zero-emission society no longer dependent on fossil fuels. It is well known that the energy problem cannot simply be labeled a technological one, as it is also deeply involved with social and economic issues. The establishment of a “low-carbon energy science” as an interdisciplinary field integrating social sciences with natural sciences is necessary. The Global COE is setting out a zero-emission technology roadmap and is promoting socioeconomic studies of energy, studies of new technologies for renewable energies, and research for advanced nuclear energy. It has also established the Global COE Unit for Energy Science Education to support young researchers as they apply their skills and knowledge and a broad international perspective to respond to issues of energy and the environment in our societies. Comprising the proceedings of the Second International Symposium of the Global COE Program, this book follows on the earlier volume Zero-Carbon Energy Kyoto 2009, published in March 2010.
