The DoD relies heavily on petroleum-based fuel to sustain its forward-deployed locations -- particularly those that are not connected to local power grids. While weapon platforms require large amounts of fuel, the single largest battlefield fuel consumer is generators, which provide power for activities such as cooling, heating, and lighting. Transporting fuel to forward-deployed locations presents a logistics burden and risk, including exposing fuel truck convoys to attack. This report addresses DoD's: (1) efforts to reduce fuel demand at forward-deployed locations; and (2) approach to managing fuel demand at these locations. Solis visited DoD locations in Kuwait and Djibouti to learn about fuel reduction efforts and challenges facing these locations. Illus.

The U.S. Department of Defense (DoD) is the largest energy consumer in the U.S. government. Present energy use impacts DoD global operations by constraining freedom of action and self-sufficiency, demanding enormous economic resources, and putting many lives at risk in logistics support for deployed environments. There are many opportunities for DoD to more effectively meet energy requirements through a combination of human actions, energy efficiency technologies, and renewable energy resources. In 2008, a joint initiative was formed between DoD and the U.S. Department of Energy (DOE) to address military energy use. This initiative created a task force comprised of representatives from each branch of the military, the Office of the Secretary of Defense (OSD), the Federal Energy Management Program (FEMP), and the National Renewable Energy Laboratory (NREL) to examine the potential for ultra high efficiency military installations. This report presents an assessment of Marine Corps Air Station (MCAS) Miramar, selected by the task force as the initial prototype installation based on its strong history of energy advocacy and extensive track record of successful energy projects.

In the constrained budget environment of recent years, the Department of Defense (DoD) has placed increasing emphasis on enhancing installation & infrastructure management capabilities. Energy management is an important component of infrastructure management. DoD has a facility energy conservation goal of reducing consumption by 30 percent by the year 2005 (measured on a square foot basis from a 1985 baseline). At the same time, DoD is attempting to comply with increasingly stringent environmental regulations, many of which have implications for energy management choices. However, shrinking defense budgets, downsizing & restructuring, & various management reforms are shifting emphasis away from energy management at DoD installations. This report documents RAND research assessing DoD's current capability to achieve energy policy goals at DoD installations. The authors identify what capability currently exists at DoD installations for implementing energy policy effectively & identify ways o enhance that capability through improved training & policy implementation.
