While buildings smaller than 50,000 sq ft account for nearly half of the energy used in US commercial buildings, energy efficiency programs to-date have primarily focused on larger buildings. Interviews with stakeholders and a review of the literature indicate interest in energy efficiency from the small commercial building sector, provided solutions are simple and low-cost. An approach to deliver energy management to small commercial buildings via HVAC contractors and preliminary demonstration findings are presented. The energy management package (EMP) developed includes five technical elements: benchmarking and analysis of monthly energy use; analysis of interval electricity data (if available), a one-hour onsite walkthrough, communication with the building owner, and checking of results. This data-driven approach tracks performance and identifies low-cost opportunities, using guidelines and worksheets for each element to streamline the delivery process and minimize the formal training required. This energy management approach is unique from, but often complementary to conventional quality maintenance or retrofit-focused programs targeting the small commercial segment. Because HVAC contractors already serve these clients, the transaction cost to market and deliver energy management services can be reduced to the order of hundreds of dollars per year. This business model, outlined briefly in this report, enables the offering to benefit the contractor and client even at the modest expected energy savings in small buildings. Results from a small-scale pilot of this approach validated that the EMP could be delivered by contractors in 4-8 hours per building per year, and that energy savings of 3-5percent are feasible through this approach.

Fundamentals of Building Energy Dynamics assesses how and why buildings use energy, and how energy use and peak demand can be reduced. It provides a basis for integrating energy efficiency and solar approaches in ways that will allow building owners and designers to balance the need to minimize initial costs, operating costs, and life-cycle costs with need to maintain reliable building operations and enhance environmental quality both inside and outside the building. Chapters trace the development of building energy systems and analyze the demand side of solar applications as a means for determining what portion of a building's energy requirements can potentially be met by solar energy. Following the introduction, the book provides an overview of energy usepatterns in the aggregate U.S. building population. Chapter 3 surveys work onthe energy flows in an individual building and shows how these flows interact to influence overall energy use. Chapter 4 presents the analytical methods, techniques, and tools developed to calculate and analyze energy use in buildings, while chapter 5 provides an extensive survey of the energy conservation and management strategies developed in the post-energy crisis period. The approach taken is a commonsensical one, starting with the proposition that the purpose of buildings is to house human activities, and that conservation measures that negatively affect such activities are based on false economies. The goal is to determine rational strategies for the design of new buildings, and the retrofit of existing buildings to bring them up to modern standards of energy use. Energy controls can perform a valuable function in energy conservation or energy-management strategy in buildings. While the more-simple controls can be applied to virtually any building, the more-complex automation systems are currently available only to large buildings where their greater costs may be justified. At the present, however, there is a lack of effective, automatic energy-management control practices and schemes available for application to small buildings. This is due, in large measure, to the absence of cost-effective integrated control equipment in the small-building marketplace. Furthermore, a general philosophy or strategy, for the application of equipment for total energy conservation in small commercial buildings has not yet evolved. Both technical and marketing issues related to the implementation of automation systems in small commercial buildings under 75,000 square feet gross area are explored. The functional requirements for small-building automation systems are identified and determination of system costs and energy savings potential are made. Market analyses identify cost and payback requirements as well as attitudes of potential equipment buyers in the small-building market. Schools, apartments, and offices, which together consume more than half the energy of the small-building market, are used as analysis models. The market and technical analyses are combined to formulate the potential marketplace for a small building AEMS in terms of building size, and building type. An AEMS concept is defined which embodies the necessary functional requirements within a framework of applied strategy to energy conservation in buildings.
