Though sustainable development goals and other international initiatives have insisted on the importance of energy access in peace building, there is still little understanding about the extent to which energy systems themselves can contribute to or mitigate structural violence. While there are ample relevant examples globally from a diverse literature and increasing body of case studies, this knowledge has not been systematically organized to show theoretical alternatives to current energy systems or deliver practical policy advice in building such alternatives.Informed by the contributions of a multidisciplinary global author pool, Energy Policy for Peace provides both a new foundation for researchers and practitioners exploring how energy systems can be changed to build positive peace, and a toolkit for redressing structural violence. The work opens by reviewing how unequal energy access strengthens structural violence. It argues that increasing access to energy access may be an important tool in mitigating structural violence. This book states that sustainable development has become an influential discourse worldwide. Climate change is not only an urgent problem, but it is also a fundamental spiritual question concerning social justice and sustainable peace development as well as solidarity among people of various religious backgrounds and different countries. Thus, this global problem must be faced and recognized for future actions and strategies. However, the politics of fear must be replaced with a culture of peace, hope, and compassion, and this urgent problem must be faced with an optimistic attitude and a certain degree of preparedness. Climate change is evident in many forms, such as, for example, the most obvious—recent weather fluctuations that happen around the world. Floods, droughts, and hurricanes are those visible signs of climate change. Human-caused climate change is projected to greatly impact marine, freshwater, and terrestrial life. Temperatures in Alaska and the Arctic have increased over the last 50 years at a rate more than twice as fast as the global average temperature. Poor people are vulnerable to man-made climate change and respond rapidly to its impacts. Diverse knowledge of and approaches to climate change help understand this growing problem; global average air temperature has increased in the recent past by approximately 1.0°C (1.8°F). According to the Climate Science Special Report, the last several years have been record-breaking, and the period of 1901–2016 is the warmest. Greenhouse gas (GHG) emissions are still rising, with damaging effects on the Earth’s climate. At the moment, the concentration of CO2 is higher than at any point in time—at least the past 800,000 years. However, carbon dioxide (CO2) is not the only GHG that impacts human-induced climate change.

On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.

This book analyses the key political challenges to regional energy cooperation in South Asia. It argues that investment in the planning of regional energy projects can increase their viability and also drive integration and peacebuilding.
