En 2019 el desempeño del comercio mundial de bienes sería el peor desde la crisis financiera. En esta edición de Perspectivas del Comercio Internacional de América Latina y el Caribe se analiza dicho fenómeno, así como las crecientes tensiones comerciales y las repercusiones en el comercio regional. La fuerte desaceleración del comercio mundial responde tanto a la acumulación de barreras comerciales desde 2018 como a otros factores de más larga data. Entre estos se destacan la menor demanda mundial, la creciente sustitución de importaciones por producción nacional en algunas economías, la menor proporción de la producción china que se destina a la exportación, el retroceso de las cadenas globales de valor y la irrupción de nuevas tecnologías que causan un impacto en la naturaleza misma del comercio. En el capítulo II se analiza la forma en que el comercio internacional puede hacer un mayor aporte a la sostenibilidad ambiental. Los vínculos entre comercio y medioambiente se han hecho más visibles desde los años noventa, como muestra el aumento de las controversias comerciales vinculadas con aspectos ambientales y la creciente incorporación de capítulos ambientales en los acuerdos comerciales. Por último, en el capítulo III se examina la situación de la infraestructura y la logística, aspectos clave para el comercio internacional y la producción. Se concluye destacando la necesidad de reexaminar las políticas públicas en materia de concesiones de infraestructura económica y el rol central de la acción regulatoria del Estado, especialmente en el ámbito de la competencia.

This book may seem a simple accumulation of twenty-one public space projects in eight Latin American cities. On closer inspection, the presentation of project descriptions, photographs, and annotated drawings reflects a concern to analytically explain the operative aspects at work. The publication is not intended to serve only as a catalogue, guide, or manual on how to produce public space in spontaneous settlements. Rather, it goes beyond the aims of an index of best practices. It is intended, instead, as an empirical base for a critical and theoretical engagement with the problematic of development, social inclusion, public investment, (in)formal settlement, civil society and the public sphere. The publication achieves its final function at this third level, by providing a compelling argument to expand the agency of architects and urban designers and creatively find ways of justifying, financing, and building public spaces in communities —spaces that have a catalytic effectiveness in achieving significant urban and social transformation. A clear and concise A-to-Z of keywords that echo our current human rights crisis As millions are forced to leave their nations of origin as a result of political, economic, and environmental peril, rising racism and xenophobia have led to increasingly harsh policies. A mass-mediated political circus obscures both histories of migration and longstanding definitions of words for people on the move, fomenting widespread linguistic confusion. Under this circus tent, there is no regard for history, legal advocacy, or jurisprudence. Yet in a world where the differences between “undocumented migrant” and “asylum seeker” can mean life or death, words have weighty consequences. This book critically examines the association between the notions of crisis and migration in the context of Latin America, and from three different perspectives: first, it analyzes the discourses based on the concept of crisis employed by the media, academic researchers, civil society organizations and the state to frame human mobility issues; second, it investigates migrants’ agency under conditions of crisis; and third, it discusses whether “migration crisis” is a conjunctural or structural phenomenon in the region. Chapters in this contributed volume investigate the crisis-migration nexus in seven Latin American countries – Argentina, Brazil, Colombia, Costa Rica, Mexico, Nicaragua and Uruguay – by discussing different human mobility phenomena, such as the migrant caravans that departed from Central America bound to Mexico and the United States; the Nicaraguan exodus caused by the political crisis in the country; the perception of Venezuelan migrants in Colombia’s media; the presence of Caribbean migrants in Brazil, Uruguay and Argentina. Crossroads! Intersections physical and/or metaphorical demand processes of consideration, determination, decision and commitment. Stasis is no longer an option where convergence is poised before the unknown. Where categories such as gender, culture, ethnicity, socio-economic status, philosophy and religion clash, the multivariate process can reach such complexity that literary, sociological and psychological tools can have differing interpretations. Real-life intersections range from the mundane (choosing among food items on a menu according to taste preferences) to survival-determinants (evaluating the efficacy of various medical procedures). But such intersections are at the two ends of a very long continuum that takes in issues of form/function, and traditional vs.modern. For example, Home may be defined both as a physical place and/or a mental construct. In more esoteric contexts, artists chiefly known for visual production, representing their ideas with color and form, not infrequently cross media to paint with words. Philosophy, religion, art and literature cross paths via symbols and other visual and linguistic constructs. Writers deal with how and where their own or their characters multiple identities intersect. The Hispanic world is an extraordinarily vivid place to explore these crossroads. This collection of essays addresses a multitude of crossroads in numerous Hispanic contexts across the intersections of time & space/tradition & modernity.
