In every competition between a Protestant and a Roman Catholic the Roman Catholic was preferred. In every quarrel between a Protestant and a Roman Catholic the Roman Catholic was supposed to be in the right. While the ambitious Protestant looked in vain for promotion, while the dissipated Protestant looked in vain for amusement, the serious Protestant looked in vain for spiritual instruction and consolation. P The French king meanwhile had brought his re sources into action against Spain, the empire, Holland, and England, by land and sea, upon a vast scale, with surprising vigour. He had four armies and his navy, which had advanced prodigiously in seamanship and number, since the commencement of his reign, came out of Brest, Toulon, and Rochefort, to reinforce James in Ireland, and favour the secret movements of the dis affected in Britain. The whigs, both Scotch and English 1, were now thoroughly disgusted with the king whom they had so recently made. Whilst the English intrigued, the Scotch conspired against the new settlement. Montgomery, Ross, and Annandale, who had been among the fore most ih helping William to the crown of Scotland, corresponded with the jacobites in England, queen Mary d'este in France, and James himself in Ireland. Their scheme in Scotland was to combine the presbyterians and tories under the mask of parliamentary Opposition; and, in order to insure a majority against the. Govern ment, the nonjuring partisans of J ames - having a secret understanding with him - no longer scrupled to take the new oaths. Mr. Grosvenor, member for Chester, called a meeting of the members of the two par ties, and about seventy gentlemen met at the St. Alban's Tavern, where an address was agreed upon, and transmitted to the Duke of Portland and Mr. Pitt, entreating them to communicate with each other, and expressing a hope that, by a liberal and unreserved confidence, every im pediment to their cordial co - operation might be removed. The Duke of Portland insisted that, before he met Mr. Pitt, the latter should resign and this Pitt declined doing. The negotiation was suspended at this point when the house re assembled ou the 29th, to be again adjourned on the motion of Fox - till the 2d of February. In the course of a short conversation, Fox spoke openly of the St. Alban's Tavern negotiation, and said he trusted that those well-meant endeavours might yet produce something like a union; adding, however, that while the present ministry retained their situations, every effort of that kind must prove unavailing.
