This dissertation investigated state-level English Learner (EL) policymaking in new and established immigrant destinations in the United States. The study aimed to understand the technical, normative, and political forces that shaped state EL policymaking and how these forces were negotiated within state education agencies across different state contexts. The research employed a multiple case study design and drew on interviews with 50 state policy actors, state policy documents, and archival records. The findings identified key state policy actors and educational priorities in new and established immigrant destinations, and factors that enabled or constrained the prioritization of ELs within state policymaking. In new immigrant destination states, factors that enabled or constrained EL prioritization included limited EL-specific staff at the State Education Agency, a focus on "all students," funding allocation, inclusion and influence in SEA decision-making, awareness of SEA staff about EL content, and deficit attitudes towards ELs. In established immigrant destinations, enabling factors included increased staffing and supportive SEA leadership, while constraining factors encompassed SEA awareness and technical knowledge about ELs, deficit attitudes, funding constraints, and sociopolitical context. The study also examined power dynamics among state policy actors and the impact of partisan politics on EL policymaking. A central aspect of the discussion involved understanding the significant sway that key stakeholders, such as state governors and EL advocacy organizations, held over states' educational agendas. As the research delved into different political environments, it uncovered unique challenges: in progressive contexts, the study revealed misconceptions about ELs and the repercussions of neoliberal politics, whereas conservative settings exposed negative attitudes towards ELs and immigrants, along with concerns surrounding bilingual education. The research also addressed immigration politics and the adverse effects on state EL policymaking. The study emphasized the importance of context in examining the influence of technical, normative, and political factors on state EL policymaking, highlighting the role of historical and contemporary policy context and demographic changes in both new and established immigrant destinations. In summary, this dissertation offered valuable insights for stakeholders working to promote equitable education for English Learners. By elucidating the complexities of state EL policymaking in different immigrant destinations, the study identified key areas for stakeholders to address. These areas include increasing personnel and technical knowledge in SEAs, tackling biases and prejudices in policymaking, acknowledging power dynamics and political influences, fostering collaboration among diverse stakeholders, and recognizing past policies' implications. By investing in capacity building, challenging biases, advocating for education leaders, nurturing partnerships, and learning from past experiences, stakeholders could collaboratively create a more equitable educational policy landscape for ELs.

As recent immigrants seek a productive and dignified life in "new immigrant destinations" that have little historical experience with immigration, public education systems serve a key function in immigrant integration efforts. In a federal system increasingly focused on accountability, a crucial sub-set of education policy and local responsiveness to immigration is English language instruction and services for Limited English Proficient (LEP) students and parents. In such contexts, the role that local bureaucrats play, and whether they actively represent the interests of the newfound diversity of community members, are crucial questions if strongly held American ideals of social equity and equal opportunity are to be upheld. This research asks broad questions at the intersection of bureaucratic power, representative bureaucracy and educational policy toward English language learners at the local level. Variations in how school systems in the political bellwether of Virginia responded to a recent policy shock - federal guidance released in January 2015 that reiterated local school system responsibility for providing equal educational access to LEP students and parents' form a unique window into local policy-making. Using a concurrent triangulation mixed methodology that consists of a state-wide survey and interviews with a sub-set of the Title III coordinators who supervise programs for English Language Learners, this research shows Title III coordinators to be unrepresentative in passive terms of the foreign born population but nevertheless to have a strong sense of advocating for English Language Learners. Findings suggest that public service motivation is the key explanatory factor in driving a sense of role advocacy and this in turn drives a greater range of action taking by the coordinator to benefit ELLs. Despite this link between role advocacy and coordinator action, role advocacy is not found to be significant in driving the likelihood or range of system level responsiveness to the letter. Instead, political and demographic factors increase the likelihood of system action but, counter to existing literature, more conservative localities are found to be more likely to have responded to the Dear Colleague Letter. This suggests that a previous reluctance to act in these places may have been dislodged by the letter and points to the importance of change over time in conceptualizing local responsiveness to immigrants

For most of US history, most of America’s Latino population has lived in nine states—California, Arizona, New Mexico, Colorado, Texas, Illinois, Florida, New Jersey, and New York. It follows that most education research that considered the experiences of Latino families with US schools came from these same states. But in the last 30 years Latinos have been resettling across the US, attending schools, and creating new patterns of inter-ethnic interaction in educational settings. Much of this interaction with this New Latino Diaspora has been initially tentative and improvisational, but too often it has left intact the patterns of lower educational success that have prevailed in the traditional Latino diaspora. Revisiting Education in the New Latino Diaspora is an extensive update, with all new material, of the groundbreaking volume Education in the New Latino Diaspora (Ablex Publishing) that these same editors produced in 2002. This volume consciously includes a number of junior scholars (e.g., C. Allen Lynn, Soria Colomer, Amanda Morales, Rebecca Lowenhaupt, Adam Sawyer) and more established ones (Frances Contreras, Jason Irizarry, Socorro Herrera, Linda Harklau) as it considers empirical cases from Washington State to Georgia, from the Mid-Atlantic to the Great Plains, where rural, suburban, and urban communities start their second or third decades of responding to a previously unprecedented growth in newcomer Latino populations.
