The revised strategy has been titled Ensuring Secure Seas: Indian Maritime Security Strategy, in recognition of two key aspects. First, the rise in sources, types and intensity of threats, with some blurring of traditional and non-traditional lines, requires a seamless and holistic approach towards maritime security. Second, in order to provide 'freedom to use the seas' for India's national interests, it is necessary to ensure that the seas remain secure. The expanded outlook, reflected in the title, also takes into account the additional mandate of the Indian Navy, which has been entrusted with the responsibility for overall maritime security, including coastal and offshore security The strategy employs the various roles and means of the Indian Navy in an integrated manner, and also guides the development of new means. It further utilises the potential for increased maritime cooperation and coordination, across multiple agencies in India and with friendly nations. This strategy, while it is centred on the Indian Navy as the prime maritime force of the nation, also provides a broader framework for synergising actions in the maritime domain with the other stakeholders. The revised strategy follows the previous edition and is based on the principles and concepts of national security and maritime power, enunciated in the Joint Doctrine Indian Armed Forces and the Indian Maritime Doctrine. It builds upon the Indian Navy's Vision Statement and Guiding Principles, formulated in 2014, which highlight the strategic 'way points' for the next decade. It reviews the key maritime strategic imperatives and influences, articulates the national maritime interests, and defines the related maritime security objectives. It then derives corresponding strategies for attainment of these objectives.

India's maritime security strategy document, Ensuring Secure Seas, was released in 2015 and sets the Indian Ocean as a priority for India's foreign policy with the goal of maritime dominance. What are the driving factors that influence this new maritime strategy that elevates the Indian Navy beyond its traditional "Cinderella service" role? This thesis attempts to answer this question. In order to accomplish this objective, this thesis looks at the significance of the Indian Ocean for the major state and non-state players that have considerable stakes in the region, as well as their maritime capabilities relative to India. Next, the thesis examines India's modernization efforts of its fleet and naval doctrine to carry out the roles defined in Ensuring Secure Seas. Finally, this thesis examines India's economic policies, specifically maritime trade, as well as domestic politics, to see how they engage and shape Indian maritime strategy. Seventy percent of our planet is covered by water, and even in today's world of instant communication the global community is still heavily reliant on sea-based transport. The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination.
