Während sich der erste Teil mit der Entstehung der Nationalbewegung in Europa im Zeitraum von 1750 bis 1849 beschäftigte, war der zweite der Entwicklung der Nationalbewegung zwischen 1850 und 1914 gewidmet. Ein vierter Teil wird sich mit dem Nationalismus in Europa nach 1945 auseinandersetzen.Die Pariser Friedenskonferenz zielte auf eine Neuordnung Europas, indem sie ihm unter anderem eine nationaldemokratische Struktur verlieh. Doch in einem System von souveränen Staaten, die sich als Nationalstaaten jeweils eines bestimmten Sprachvolks legitimierten und darum an ihrer sprachlich-kulturellen Homogenität interessiert waren, mußte sich die Nationalitätenfrage nur noch verschärfen: Nun wurde sie zum eigentlichen Strukturproblem für Europa. Die nationale Souveränität, wie sie jetzt als höchster Wert erschien, hatte nicht nur einen konstruktiven, sondern auch einen destruktiven Wert. Sie trug mit dazu bei, die »Gemeinschaftlichkeit von Europa« (Ranke) zu zerstören.Der amerikanische Präsident Wilson ging davon aus, daß das kollektive Sicherheitssystem des Völkerbundes und die Gleichartigkeit demokratischer Verfassungen ein Korrektiv nationaler Vereinzelung werden könnte. Dies erwies sich jedoch als Trugschluß. Das Völkerbundsystem krankte an dem Mißverhältnis zwischen geforderter Universalität einerseits und seinem tatsächlichen fragmentarischen Charakter andererseits. Die Gleichartigkeit demokratischer Verfassungen blieb ein vorübergehender Traum. In den 20er und 30er Jahren ging die Mehrzahl der europäischen Staaten zu totalitären und autoritären Staatsformen über, die den nationalen Souveränitätsanspruch nach innen und nach außen entweder verschärften oder aus ihm heraus einen Herrschaftsanspruch führender Völker und Rassen über andere entwickelten.Nach einer Einleitung befaßt sich das II.
